TOWN OF AURORA WATER CONNECTIONS WITH ITS NEIGHBORING MUNICIPALITIES PURPOSE: • To describe connections between the water systems within the Town of Aurora and its neighboring municipalities • Document an emergency call out list so that if a portion of the Town or its neighboring municipalities loses water unexpectedly, the necessary personnel are notified immediately and perhaps procedures can be implemented to reroute water to those areas where water will be lost.

Page 5

TOWN OF AURORA WATER CONNECTIONS WITH ITS NEIGHBORING MUNICIPALITIES The water system within the Town of Aurora is owned, operated and maintained by ECWA. The Towns of Wales, Colden and Holland have no municipal water systems. Therefore, there is no connection between these Towns and the Town of Aurora The Towns of Orchard Park and Boston are Leased Managed Systems. By definition, this means that the ECWA supplies water, bills customers and maintains the system. The municipality is responsible for capital improvements. Therefore, any connections with these Towns are Side note: Wales has a small area that is the responsibility of ECWA. Any unexpected loss of supplied from the Aurora system Holland and Colden due have small water would be handled ECWA who also would be water systems in their hamlets. responsible for rerouting of water within the system Also, see exceptions for Aurora in if needed the following slides

Page 6

TOWN OF AURORA WATER CONNECTIONS WITH ITS NEIGHBORING MUNICIPALITIES The Town of Elma and the Village of East Aurora buy their water from ECWA but own, operate and maintain their water system themselves. ECWA has nothing to do with their water system. The connection of Elma and East Aurora to the Town of Aurora becomes an important consideration for Aurora because if something happens with either Elma’s or East Aurora’s water system, their could be a major effect on portions of the Town of Aurora. Elma, East Aurora and Aurora are highly dependent on each other for water.

Page 7

TOWN OF AURORA WATER CONNECTIONS WITH ITS NEIGHBORING MUNICIPALITIES There are four connections between Elma and Aurora: • Bowen Road • Maple Road • Girdle Road • Stoneybrook/Willardshire Roads There are 4 connections with Orchard Park • 20A (Quaker Road) • Jewett-Holmwood Rd • Ellicott Road • Behm Road – Behm is not continuous to Davis Road. It stops at the old rail tracks. (for better redundancy, this connection should be considered)

Page 8

TOWN OF AURORA WATER CONNECTIONS WITH ITS NEIGHBORING MUNICIPALITIES A portion of the Town along Stoneybrook Rd is supplied by Elma. There is no redundancy in this system. This system is in the Town and is a direct service of ECWA. The area around Knox Farm is supplied water from the former Buffalo Seminary site. Those homes contract directly with the former Seminary for water. That water may be supplied through the Village Hickory Lane, S Herrick Rd, and Mitchell Road are in the Town but are not part of the ECWA direct service. Instead, those three roads are considered to be bulk service. The Town is responsible for maintenance and capital work. Testing is performed by the Town in accordance with NYS Dept of Health standards.

Page 9

TOWN OF AURORA WATER CONNECTIONS WITH ITS NEIGHBORING MUNICIPALITIES Picture here There one connection into the Village and one out of the Village with the Town: • Route 20a - This is the only working water source into the Village. • Main St – This supplies the Cook Road/Lapham Road area. If this section loses water and the Castle Hill tank empties, the redundancy is very limited and requires manipulation of many valves. Pressure will be limited. However, there is a direct emergency interconnection on Maple Road at North. Picture here Also, if needed, a fire hose could connect to a hydrant on Porterville Road to Pine St Ext. (There is currently no interconnection there) There is also no interconnection at Lawrence Ave although one may have existed previously.

TOWN OF AURORA WATER CONNECTIONS WITH ITS NEIGHBORING MUNICIPALITIES Connections with Orchard Park: • The four connections between Orchard Park and the Town supply of water into the southern portion of the Town of Aurora • These are all direct connections • These connections are all managed by ECWA • Remember, Behm is not connected to Davis Road so there is no loop for that section of Behm.

Page 15

TOWN OF AURORA WATER CONNECTIONS WITH ITS NEIGHBORING MUNICIPALITIES Emergency Scenarios that may occur • Village of East Aurora – loses water. • Follow emergency call out list • Have emergency interconnection at Maple Rd at North opened. It is not the same size as 20A but will assist in keeping waterlines pressurized. • If needed, a fire hose could connect Porterville to Pine St Ext • Lawrence Ave could also be connected via hoses but may require pumping as well. • This will have an effect on pressures in a portion of the Town • Aurora loses a source • If Bowen or Maple source is compromised, close off valve at that location and back feed from the other. Pressure may be low there will be some pressure • If Girdle Rd loses water, the only work around is to connect Porterville with Pine St and back feed from the Village. • If any of the connection points from Orchard Park are compromised, the Town can back feed from the other three connections.

Page 16

TOWN OF AURORA WATER CONNECTIONS WITH ITS NEIGHBORING MUNICIPALITIES Emergency Scenarios that may occur • If Elma loses all its water, close off valves at Bowen and Maple. Back feed from East Aurora’s 20A connection using the connection at Maple and North. Pressure will be low but should keep the system pressurized if water usage is low. • If Elma loses water into Stoneybrook, there is no loop to supply water.

Page 17

TOWN OF AURORA WATER CONNECTIONS WITH ITS NEIGHBORING MUNICIPALITIES Emergency Scenarios ECWA shall be the only agency to activate any opening and closing of valves to back feed various areas during a water emergency.
