Re: Notice of Intent to Establish Lead Agency
Village of East Aurora Water System Improvements
Village of East Aurora, New York
Dear Interested and Involved Agencies:
Pursuant to the State Environmental Quality Review Act (“SEQRA”) and 6 NYCRR 617.6(b)(3)(i), please be
advised that the Village of East Aurora intends to establish itself as Lead Agency for the purposes of
fulfilling the SEQRA requirements relative to the proposed Village of East Aurora Water System
Improvements Project. The Project will be located in the Village of East Aurora and Town of Aurora, Erie
County, New York.
The Village of East Aurora owns and operates a public water distribution system that serves residents
and businesses throughout the Village. Portions of the existing water system do not meet current New
York State Department of Health (NYSDOH) standards and have reached the end of their useful life,
resulting in operational and maintenance challenges. The Village is proposing water system

Giant Hogweed Control Summary Site#: 2772
Site Address: 441 Olean Road (Majors Park) Visit Date: 6/9 6/10 &
i If checked, all control work for this year has been completed. 6/15/2026
L] If checked, Giant Hogweed was controlled with an herbicide.
it checked, Giant Hogweed was controlled by root-cutting: 474 plants.
LI If checked, Giant Hogweed flower/seed heads were cut and bagged: plants.
LJ lf checked, no Giant Hogweed was found (monitoring will occur for at least 3 years).
LI If checked, this is the CJ third or LJ sixth year of monitoring, with no plants found. This site is considered
eradicated, but as an extra precaution, we plan to visit again in 3 years. Since we do not plan to visit during
the next 2 years, contact us if you notice any Giant Hogweed during this time.
LI] Congratulations! Your site has had no Giant Hogweed plants for nine or more years. DEC crews will no
longer be visiting. Please contact us if you notice any Giant Hogweed in the future.
Additional Giant Hogweed Information:
e Donot touch Hogweed, dead or alive, with your bare skin. Before approaching it, read the Giant Hogweed Control
Methods Guide, especially the section titled Public Health Hazards & Safety Instructions. Copies are available from
your crew or at https://dec.ny.gov/nature/animals-fish-plants/plants/harmful-plants/giant-hogweed.
e Controlled (killed) plants are left to decompose where the work was performed and, especially at large sites, some
plants may survive control efforts. Be mindful of this when you are in or around those parts of your property.
e Crews may not have controlled flowering plants other than by removing their seed heads. This is because once a
Giant Hogweed plant produces seed, it dies (root and all) later that year.
e If herbicide was applied, do not enter the sprayed area for at least 24 hours. If pesticide signs were placed onsite,
do not remove the signs for at least 24 hours. Each sign shows the date and time of application.
e Ifa property access form accompanies this letter, complete the form and return it in the pre-addressed envelope.
e Asite needs to be monitored for 3 consecutive years, without finding plants, before it is considered eradicated.
e The following statement only pertains to small sites. If possible, visit the site repeatedly over the coming months
and report any flowering plants.

RE: Court Officers - 3 Hour Minimum
When NYS Unified Court System (UCS) trained court officers were first engaged to
provide security to our Town Justice Court, it was on the same terms as surrounding towns;
ie, an hourly rate with a 3-hour minimum per court night.
While it is rare for our UCS Court Officers to serve any less than three hours ona
court night, that minimum has been honored over the years and paid through the court's
security budget line A.1110.416.
Please know that the level of UCS training and expertise these professional court
officers bring to our Town Justice Court ensures the safety of all who appear in court, and it
is important that we maintain a good relationship with them.
Consistent with the practice of other local night courts, the 3-hour minimum
recognizes that after their day shift in Buffalo courts, these officers drive out to East Aurora,
stay until our last case is disposed, and don’t return home to their families until late that
evening.
Accordingly, we respectfully request the Town continue paying our court officers a
minimum of three (3) hours each court night.
Thank you for supporting our town court.

Special Events: The annual “Heart of Music Festival” was held on Saturday June 13%. The
event went well with all of the advanced planning that was put into place. Festival
organizers indicate a lighter crowd than usual. There were many other events happening
on the same day in the Buffalo Niagara Region. There were a handful of drunk and
disorderly disturbance calls reported later in the night. The festival organizer and
participating venues are due to appear before the Village board at a later date to discuss
the event.
