Re: Bid Award - Backflow Prevention Device Testing
Dear Board Members:
The Town of Orchard Park is required to test backflow prevention devices in the Community Activity Center, Library, Municipal Center,
_OP Highway, Compost Facility, Green Lake/Little League Park, Orchard Meadows Playground, Jolls House and Honey Crest
Playground. The Town must comply with the New York State Sanitary Code Subpart 5, from the New York State Department of Health
and as required by the Village of Orchard Park and Erie County Water Authority.
Bids were opened for the Backflow Prevention Device Testing on April 23, 2026. This three-year contract includes a base bid for
testing, costs of backflow prevention repair kits and an hourly rate to repair the backflow devices. Bids were for each facility and the
size of the backflow prevention device that each facility currently uses. Huron Plumbing had the lowest testing base bid of $2,720.00
for all nine sites with a total bid of $23,406.00, including testing, and repair kits if needed. The next lowest testing base bid was from
John W. Danforth Co. in the amount of $3,200.00 for all nine sites with a total bid of $8,080.00, including testing and repair kits if
needed.
Attached is an extended tabulation for bid results showing the itemized bid amounts of each contractor.
The Engineering Department consulted with the Town Attorney, and he agrees that the lowest reasonable bidder is John W. Danforth
Co. John W. Danforth Co. has been in business since 1884 and has successfully completed various backflow prevention testing and
installation projects in the past for multiple agencies including the Tow of Orchard Park. This company is more than capable of
completing the proposed testing and repair of the various backflow prevention devices.
|, therefore, recommend that you award the contract for Testing and Repair of Town Owned Backflow Prevention Devices (2026) to
John W. Danforth Company, 300 Colvin Woods Parkway, Tonawanda, New York, 14150, in an amount not to exceed $8,080.00/yr.,
including testing, repair kits if needed and a rate of $160.00 per hour to make the repairs (hourly rate not included in the exceed
amount).

RE: Safe Streets for All (SS4A) Comprehensive Action Plan Requirements — Match
Commitment Resolution
Dear Board Members,
With recent award of the Safe Streets for All (SS4A) grant program, the Town has been granted
$120,000 through USDOT for an multimodal traffic study and action plan. A 20% match is required
on the part of the recipient (equaling $30,000, for a total of $150,000), and after discussing the
program further with USDOT we received confirmation that we could expand the scope of the
study to encompass the whole Town rather than just a section of Abbott Rd. As such, the SS4A
grant will facilitate a Town-wide intermodal traffic safety study and generate an Action Plan which
we will utilize to best-fit pedestrian and multi-modal infrastructure improvements in the future.
With this expanded scope, the Town will have a robust dataset and functionally appropriate
blueprint to support future decision-making to best-fit the promotion of the health, safety, and
welfare of our residents and visitors alike in the long-term.
Therefore, | recommend that the Town Board adopt the following resolutions:
WHEREAS, the Town of Orchard Park, as a matter of the Health, Safety, and Well-fare of
its citizens, constituents, and visitors, endeavors to promote, create and support a safe
and welcoming community for all; and
WHEREAS, the occurrence of fatalities and serious injuries on or near roadways is an
adverse, and unwanted, outcome to the interaction of vehicles and pedestrians in adjacent
spaces. Through recognition of areas in Town which have a historically significant volume
of said adverse interactions, the Town can endeavor to minimize such outcomes, with the
ultimate goal of eliminating them entirely in the near future; and
WHEREAS, the honorable Town Board of Orchard Park seeks to institute policies and
develop infrastructure such that the occurrence of serious injuries and fatalities resulting
from adverse interactions between pedestrians, cyclists, and vehicles are minimized, such
that they should effectively cease to occur.
