April 20, 2026 Jeffery Schieber Code Enforcement Officer 1250 Union Road – Room 210 West Seneca, New York 14224 RE: 2544 Clinton Street – Home Leasing Development Site Plan Review Application Package Mr. Schieber: On behalf of Home Leasing Development, I am pleased to submit a Site Plan Review Application Package for the proposed affordable multi-family housing project “West Seneca Apartments”, located on one parcel at 2544 Clinton Street. Home Leasing is seeking Site Plan Approval to develop the project on an approximately 12.7-acre site. (TA#124.00-2-5). The project proposes the construction of 75-units spanning across two buildings – the existing mansion on site (15-units) and a new 3-story multifamily apartment building (60-units) with associated parking, site and drainage improvements. The original project was approved by the Town Board for Rezoning, Special Use Permit and SEQR Negative Declaration on 1/27/2025. The revised layout for the project was approved by the Town Board for an Amendment to the existing Special Use Permit on 2/9/2026. This package includes a fully engineered site package for Planning Board Review. Per Town of West Seneca Code – Site Plan Review Criteria - “Planning Board Actions; project review criteria” (Code Section 102-12 (A & B)), we offer the following responses: (1) Conformance with this chapter and other adopted Town plans, an approved development plan that includes the subject site, if one exists, and all other applicable laws; To the best of our knowledge, the project is in compliance with all regulations of the R-50 zoning district and supplemental multifamily housing requirements. Based on the 2016 Comprehensive Plan – Neighborhoods – Section A, B and C – the plan supports continuing to build affordable housing with West Seneca. (2) Compatibility of the proposed development with the natural features of the land and the environmental attributes of the site; The project is designed to preserve and avoid disturbance in the environmentally sensitive areas located on the site. There will be no disturbance within the archeological buffer area and 100-year floodplain. All development is located in FEMA Zone X and areas of minimal flood hazard. Development is located away from Cayuga creek to maintaining an existing natural buffer. The site layout is designed to maintain existing trees/vegetation along Clinton Street and along the perimeter of the parcel. Page 31 of 849
