TO: Honorable Town Board
FROM: Jason Foote, Town Engineer
DATE: June 29, 2026
SUBJECT: Town Engineer re Salt Storage Building construction - WQIP Grant
  requirements

Requested Action: As you are aware, the Town of West Seneca intends to apply for a
Water Quality Improvement Project (WQIP) grant for the construction
of a new salt storage building at the Town Highway Department site.

The project is estimated to cost $544,000 as shown in the attached
budget worksheet. If successful, the Town would receive a grant
($408,000) to cover 75% of the costs with the remaining 25%
($136,000) covered by the Town’s required local share through a
combination of in-kind services and cash contribution utilizing the
previously bonded funds for the Highway Facility.

The WQIP grant requires that the Town complete the following items
for inclusion with the application that is due July 31, 2026:

  constitutes:

  (2) “replacement, rehabilitation or reconstruction of a structure or
facility, in kind, on the same site, including upgrading buildings to meet
building or fire codes, unless such action meets or exceeds any of the
thresholds in the section 617.4 of this Part;”

Type II Actions are actions which have been determined to not have a
significant effect on the environment and do not require Environmental
Impact Statements or any other determination of procedure under the
provisions of SEQR. Type II actions are exempt and not subject to
review. Therefore, no further action is required for the project
  pertaining to the SEQR.

However, it would be advisable for the Board to recognize, in a formal
