WHEREAS, pursuant to Town Law § 209-c, the Town has prepared and filed with the Town Clerk a map, plan, and report (the “Report”) detailing, among other things, the need for the Ambulance District, the cost of providing ambulance services, and the proposed geographical boundaries of the Ambulance District; and WHEREAS, the Report provides an analysis of a scenario in which the Village of Blasdell (the “Village”) is included in the Ambulance District, including the proposed assessment rate for real property owners and the estimated cost to a typical property owner if the Ambulance District includes both the Town and the Village; and WHEREAS, ambulance services within the Village are currently provided through arrangements with (1) Hamburg Volunteer Ambulance Company, Inc., a not-for-profit corporation; (2) AMR, a private for-profit corporation; and (3) Big Tree Volunteer Fire Company, which also provides ambulance services; and WHEREAS, ambulance service providers receive insufficient revenue from insurance reimbursements and direct payments to sustain their operations within the Village, and this revenue shortfall is expected to increase because of rising call volumes, increased staffing and equipment needs, and declining volunteer capacity; and WHEREAS, the Village believes it is in the best interests of the Village to be included in the Ambulance District and to receive the services and benefits provided through the Ambulance District; and WHEREAS, under Article 12-A of the Town Law, all or part of an incorporated village may be included within a town special improvement district following the consent of the village, expressed by local law, ordinance, or resolution, subject to a referendum on petition under § 24 of the Municipal Home Rule Law or a permissive referendum under Article 9 of the Village Law, as applicable; and WHEREAS, the granting of consent to inclusion in the Ambulance District requires the Village to comply with the New York State Environmental Quality Review Act (“SEQRA”), Article 8 of the Environmental Conservation Law, and its implementing regulations at 6 NYCRR Part 617; and WHEREAS, the Village has prepared and reviewed a Short Environmental Assessment Form evaluating the potential environmental impacts of the Village’s inclusion in the Ambulance District; and WHEREAS, the Village has determined that consenting to inclusion in the Ambulance District is an Unlisted Action and has completed an uncoordinated environmental review of the proposed action, thereby allowing each other involved agency to make its own independent determination of environmental significance; and WHEREAS, the Village Board has taken a hard look at the social, economic, and environmental impacts of the proposed action and has reviewed the criteria for determining significance in accordance with 6 NYCRR § 617.7; and WHEREAS, based on the foregoing, the Village Board has determined that inclusion in the Ambulance District will not adversely affect the natural resources of the State or the health, safety, and welfare of the public, is consistent with relevant social and economic considerations, and therefore warrants the issuance of a SEQRA Negative Declaration.
