MINUTES OF THE REGULAR MONTHLY BOARD MEETING OF THE VILLAGE OF NORTH COLLINS BOARD OF TRUSTEES HELD ON MONDAY, May 18th, 2026 AT 6:30 PM. MEMBERS PRESENT: Mayor Michael Gullo Sr. Trustee Corinne Leone Trustee Richard Bley Attorney Richard Schaus Trustee Nick Enders Clerk/Treasurer Tracy Mallaber Excused Trustee Lisa Voss MOTION to approve minutes of the April 20, 2026 Regular Meeting Minutes made by Trustee Corinne Leone. Seconded by Trustee Richard Schaus. Unanimous. Carried. VISITORS: James Sager Carmen Caruana Bob Lantaff Norm Andolina Diane Caruana Vicki Kehr Erica Ward North Collins School District representative, James Sager, came to go over the current budget that is going to be voted on, May 19, 2026. There are 2 Propositions. The first reflects a 2.5% increase in expenses from last year with a 2.75% increase to the tax base as Proposition 1. Proposition 2 is for capital improvements which would not affect the tax base, it would be utilizing NYS Building Aid and reserves money from the North Collins Central School District. Village Resident, Norm Andolina, expressed that he thought the Village of North Collins Board should look further into their guidelines for what a R-3 stands for, possibly not exceeding number of apartments. It was explained that the code currently does reflect a not to exceed based on the size of the property but, that the Board is currently looking into updating the code and this is something that should be looked at. Discussion of a grant to get the code and zoning map redone. Village Resident, Diane Caruana, continued that conversation by discussing the Master Plan and the comments made at the last meeting. Really enjoys the idea of the lights on Main Street. TRUSTEES REPORTS: Trustee Leone – The Town and Village are collaborating for the 250th Celebration. The next meeting is on May 30, 2026. The school house will be open starting June 7, 2026. The Town is putting a request for bids out for their garbage contract. The next recycling event is Saturday, June 27, 2026 from 9am-12pm. It is the same day as the 250th celebration but they don’t think there will be issues with the overlap. Posters have been made and spread throughout the community, but there needs to be a revision as one of the vendors (Coyote café) has backed out. There will be a fun walk and a 5k, on Saturday June 27,2026, around the village, possible $2.00 cost to enter which will go to the veterans- has not been determined. They are looking for pictures from groups within the Village and Town to include in the capsule that is being created. If it pertains to the Village, it is welcome. Tai Chi starts in June and goes through July – it will be every Monday at 9am. There is a cost to participate, entire session is $20.00 for residents, $25.00 for nonresidents and $3.00 for drop-in classes. She has been working with the new Disaster Coordinator, Ryan Mathis, to have a plan by end of summer. She learned a lot while up at NYCOM. She would like to be signed up for Houghton Classes on June 4, 2026. There is a farmers’

market at the library that happens the 1st, 3rd and 5th Friday of each month from 11:30am-12:30pm. It is open to all, not just for financially stressed. School budget is also on the list. Go Sabres. Trustee Voss – Attended Erie County Governments meeting in Clarence. Guest Speaker Mickey Kearns from the DMV mentioned a new mobile DMV that can be scheduled for Villages and Towns. A drive thru is being added to the West Seneca DMV, along with new hours. She went to the Rural Transit service meeting to honor the volunteers. Spoke with some of the Mayors and Supervisors to see if any other municipalities are having concrete issues and, they all agreed they are. The State recently changed their guidelines for concrete which removed a bonding agent chemical. There is an issue with the concrete itself because of these changes. She is worried about what is going to happen to the stadium in a years’ time. No changes on housing front. She decorated the Gazebo for summer and The 250th Birthday. She worked the recycling event; there was a good turnout. Thank you to all the volunteers. Go bills. Trustee Bley – The Dog Warden Report shows there were 2 miscellaneous complaints, and two total calls for the month of April. The Water Report- Monthly lead and copper testing/ reporting is done. Maintenance and cleaning completed. Keith and Paul are at water training this week. The Zoning Board denied the ROC’s request for variance. Trustee Enders – Fire Report – 7 calls for April. Truck 4 is back in service. They are doing a mock DWI incident as part of the Prom Promise with the North Collins High School. North Collins Fire Department is hosting their Party in the Park Saturday, June 6, 2026- Starting at 12pm. Spoke to the DOT about the DI that is caving and forming a hole at the end of Langford Rd and Route 62. Sent them photos and emails. They are looking into if it is their responsibility or the Village, but it is before the sidewalk so it should be theirs, even though we tie into it. No timeline on fix yet. To piggy back off of Lisa’s report, although there are issues with everyone’s concrete right now it does not excuse the fact that they did not follow all of the guidelines that were put in place. There was no fiber mesh installed with the concrete, it is clearly visible that it was not used. Entire chunks of concrete are breaking off. Richard Schaus agrees we should send a letter. Another thing mentioned was a block of sidewalk in front of the village park popped off. It is the Villages responsibility to do it – possibly do it when we do the light pole. MAYOR’S REPORT Highway report: All winter equipment has been removed. Finishing lawn repairs. Cleaning the shop. Assisted the Legion with hanging banners. Park benches and garbage cans are up. New truck was finished at Valley Fab and has been returned to Kenworth for finishing touches. Not sure when we will get it back. Building Inspector Report: 5 court cases pending, 3 building permits issued, 1 demo permit issued, 15 visits with residents that got complaints. Spoke with 3 businesses to discuss getting them into compliance. Code Enforcement Training starts July 6, 2026 and includes 7 weeks of classes. Police report can be found in the Village office if you would like to review. The Village has possession of tractor with sweeper. It went to auction, was never picked up. Due to guidelines if not picked up in 10 days, it is remains ours. We have a new Patrol Officer, James Panus, and a new Deputy Clerk, McKenzie Blake, that need to be approved.

MOTION to approve the hire of both, James Panus, and McKenzie Blake, made by Trustee Corinne Leone. Seconded by Trustee Richard Bley. Unanimous. Carried. NYS Assembly Bill A.10806/Senate Bill S.S9660, the “Uniform Fire Prevention and Building Code Accountability Act” – addresses violations, allowing municipalities to implement a hazard-based remediation schedule eliminating the arbitrary 30-day window for all offenses, empowering code enforcement to mandate immediate corrections for high-risk safety hazards. MOTION to approve support of the “Uniform Fire Prevention and Building code Accountability Act,” made by Trustee Richard Bley. Seconded by Trustee Nick Enders. Unanimous. Carried. NYS Assembly Bill A10387/Senate Bill 9558, The “Local Government Notice Modernization and Transparency Act” – which allows municipalities with a .gov website to start advertising their public notices on their websites instead of in official newspapers. MOTION to approve support of the “Local Government Notice Modernization and Transparency Act,” made by Trustee Nick Enders. Seconded by Trustee Corinne Leone. Unanimous. Carried. Dewey Ave Water Line Replacement- We should hire an engineer, suggested was E&M engineering, to put together drawings for the Dewey Ave water and drainage plans. Previously got quote for job in May of 2025 for $22,390.00, for materials, which has now expired. Maybe extend onto Spruce Street, pricing them separately. Erica suggested to get multiple prices so that if the Village goes for a grant, because it went out for bid, it could be considered part of the matching funds toward the project. Richard Schaus agreed that he would put together an RFP to advertise for pricing for Engineer drawings for this project. Valone Ave – A planning board request was submitted to separate a lot into 3 separate lots. It was originally 3 lots, combined into 1 lot and now is being requested to split back into 3. Moving forward the procedure will be to have all requests for Planning and Zoning board applications to be presented to the Village board before getting sent to the proper board. 2025 Kenworth Package needs to be paid. Community Bank has supplied us with a quote for a BAN for $112,342.80 at a rate of 4.99%. BE IT RESOLVED, the Mayor, Clerk and attorney are authorized to issue a Bond Anticipation Note on June 3, 2026 to Community Bank (or such other date as they arrange with Community Bank) for the sum of $112,342.80 at the rate of 4.99% for one year in order to finance the purchase of the 2026 Kenworth Truck and accessories. (I am bringing this paperwork with me to the 5/18/26 board meeting). MOTION to approve made by Trustee Corinne Leone. Seconded by Trustee Richard Bley. Unanimous. Carried. Sweeper Renewal – A BAN renewal is coming up in June for the street sweeper. There was an error on our BAN renewals and the budget will not cover currently what we would need to pay. A discussion was had and the mayor is leaning towards not paying the full amount needed this year and then making an adjustment to the following payments before completion to have it paid in time so the budget does not go into deficit so extremely. It was tabled for this month and a final amount is going to be determined to present at the June meeting. Budget – Need to approve moving $6,350.00 from the building reserve into the Police budget for office renovations that were paid for in this year’s

budget. The work was approved May of 2025, but it was never discussed where the money would be coming from in the budget. MOTION to approve moving $6,350.00 from the Building Reserve into the current Police budget made by Trustee Richard Bley. Seconded by Trustee Nick Enders. Unanimous. Carried. Budget – Need to move money from Unappropriated Fund Balance to balance the budget for year end, to ensure there are no negative lines in the budget for the AFR, and approve Tracy to move money in budget lines to balance all lines to $0. A list of what will be transferred will be at next meeting. MOTION to approve moving money from Unappropriated Fund Balance and allow Tracy to adjust budget lines and make transfers for end of year made by Trustee Corinne Leone. Seconded by Trustee Nick Enders. Unanimous. Carried. Close out H Accounts – The HC account has a remaining unspent balance of $1,734.60 and the HD account has a remaining unspent balance of $141.90 – left over from 2021 dump truck, that needs to be moved into the General Fund to close out the accounts in our program. MOTION to approve moving the HC unspent funds into the General account made by Trustee Richard Bley. Seconded by Trustee Corinne Leone. Unanimous. Carried. MOTION to approve moving the HD unspent funds into the General account made by Trustee Corinne Leone. Seconded by Trustee Richard Bley. Unanimous. Carried. Planning Board – Discussion took place to dissolve the joint Town/Village Planning board and create a planning board that is solely for the Village. There were concerns, made by residents, about their communication with the Village as well as not being included in projects recently. There is a need to update our current code and zoning and the feeling that a complete Village Planning Board would represent the Villages needs better than a joint board. Richard Schaus said he would draft two local laws, one to dissolve the current joint board and a second to create the new board. Each would need their own public hearing and they can be done on the same day one after the other. Clock – Turnbull Nursery Inc. came and dug the hole for the base; we need to get in touch with a concrete contractor to pour the concrete. Would also like them to possibly replace the slab that lifted in front of the park. SRO – Contract has been finalized, a $1.50 increase per hour paid to the Village on the contract was agreed on while everything else in the contract remains the same as last year. MOTION to approve the NCCSD contract for SRO for the 2026-2027 year made by Trustee Richard Bley. Seconded by Trustee Nick Enders. Unanimous. Carried.
