(6) Lighting. Lighting shall be limited to the minimum necessary for safety, security, emergency access, and operation. All lighting shall be dark-sky compliant, full cutoff, downward-facing, directional, and shielded to prevent glare, spillover, or illumination onto neighboring properties, public roads, public parks, and public open spaces. Continuous nighttime illumination is prohibited except where required for safety or code compliance. Motion-activated lighting shall be used where practicable. (7) Fencing. The Facility Area and all equipment requiring restricted access shall be enclosed by fencing not less than seven feet in height, or such other height as may be required by applicable code, utility requirements, or the Town Board. Fencing shall include self-closing and self-locking gates and shall be designed to maintain emergency access. Barbed wire, razor wire, and electric fencing are prohibited unless expressly required by a utility provider or other agency having jurisdicti on and approved by the Town Board. Fencing shall be nonreflective and compatible with the surrounding area. Where necessary to mitigate visual impacts, the Town Board may require opaque fencing, architectural fencing, vegetative screening, berms, or a combination thereof. Wildlife-friendly fencing design shall be used where practicable and consistent with safety, security, agricultural use, and emergency access requirements. (8) Screening. The Facility Area shall be screened to the maximum extent practicable from adjacent property lines, nonparticipating residences, public roads, public parks, trails, and other public viewing areas. Screening may include existing vegetation, supplemental landscaping, berms, fencing, landforms, setbacks, equipment placement, or other measures approved by the Town Board. Existing on -site vegetation may be used to satisfy all or a portion of the required screening where the Town Board determines that such vegetation provides reliable, year-round screening and will be preserved for the life of the project. Off-site vegetation shall not be relied upon to satisfy the screening requirement unless protected by a legally enforceable easement or agreement acceptable to the Town Board. Evergreen trees used for screening shall be a minimum of six feet in height at the time of planting. Screening plans shall use a mix of species, staggered plantings, and native or non-invasive species suitable for local conditions. Dead, diseased, invasive, failed, or substantially damaged plantings shall be replaced during the next appropriate planting season, or sooner if required by the Town. Native vegetation and pollinator - friendly plantings are strongly encouraged to the maximum extent practicable, provided they do not interfere with emergency access, agricultural use, drainage, visibility, or safe operation of the Solar Energy System. (10) Transmission lines. All on-site utility lines, collection lines, and transmission lines shall be placed underground to the maximum extent practicable, except where the Town Board determines that above - ground installation is required by utility standards, site constraints, environmental conditions, or applicable law. All proposed underground and above-ground utility infrastructure, including inverters, transformers, substations, junction boxes, collection lines, and grid interconnection facilities, shall be shown on the approved site plan. (11) Wiring.
