APRIL 20, 2026 The Regular Meeting of the Board of Trustees of the Village of Hamburg was called to order by Mayor Thomas P. Murphy, III Village Attorney 1. MOTION by Deputy Mayor Gaughan, seconded by Trustee Davis, to approve the minutes of the Annual Organizational and the Regular Meeting of the Board of Trustees held on Monday, April 6, 2026. AYES: Four NAYS: None CARRIED PUBLIC EXPRESSION: Luke Mumbach, 56 Prospect Avenue, appeared on behalf of the Hamburg Music Festival Committee and several of the original founders of the Oktoberfest event in the village. Mr. Mumbach said they are looking to host the Oktoberfest in Memorial Park this year on Saturday, September 19, 2026. The most recent organizers have opted not to do it. Mr. Mumbach said that because Music Festival is already an established 501(c)(3), they will run it through there this year and possibly next, with the aim of setting up a separate 501(c)(3) after that. Mayor Tallman said he has spoken with Luke personally about this and supports their effort. Deputy Mayor Paul Gaughan asked where the money would be going to. Mr. Mumbach said like the Musical Festival proceeds, the money will be going to community- based organizations. Marcia Langer, 193 Charlotte Avenue, met with Marc Shuttleworth regarding the flooding last month. She said he talked with her about what she could do on her end, but she is still looking to find out what the Village will be doing going forward. Mr. Shuttleworth said they will continue to replace receivers and are also looking at all of the lines again in that area. Mayor Tallman added that during this most recent rainfall he was out checking on some of the problem areas from the previous storm. He noted that everything seemed to be draining better, although the volume of water may have been less this time. John Licata, 135 Prospect Avenue, lives across the street from the Tree Grove Park and said all of the garbage left in the park blows onto his lawn/property. He suggested that an extra garbage can in the park may help. Mr. Licata also wanted to report a splintered Mulberry tree in the middle of the park that is entangled with some power lines attached to a pole. He is concerned for those who use the park. He has spoken with NYSEG and also talked with the Recreation department. He did contact 3 tree companies, but no one will touch it because of the power lines. Josh Haieck said he made an inquiry with NYSEG after speaking with Mr. Licata, but did not get a response and will follow up with them again. 107
