PUBLIC EXPRESSION: Katherine Mohen, 101 S. Lake Street, said she moved to the village 10 years
ago and thinks it is a great place to raise kids. However, she is upset and concerned about the flock
/surveillance cameras in the parks. She feels that a lot more people know what going on now with regard
to surveillance cameras in the county and she wanted to make a couple of points to the Board. 1) Ms.
Mohen said she feels that this is a violation of constitutional rights when children are being surveilled.
They are just trying to grow and do not need to be surveilled in the parks. She said the camera are linked
to cloud servers that have nothing to do with the village. 2) Ms. Mohen also asked what happens to the
data when it goes out. She feels that we need better solutions to protecting the community besides cameras.
She noted we are talking about public parks, not private spaces, where kids go and are treated like
criminals. She wanted to know if other alternatives had been considered like human policing.

FULL SUPPORT FOR NYSDOT PIN 5308.40
US ROUTE 62 (MAIN STREET) AND NY ROUTE 75 (LAKE STREET)
ROUNDABOUT PROJECT
WHEREAS, the New York State Department of Transportation (NYSDOT) is advancing
preliminary plans for PIN 5308.40 to construct a roundabout at the intersection of US Route 62 (Main
Street) and NY Route 75 (Lake Street) in the Village of Hamburg, with targeted construction in 2028; and
WHEREAS, as part of its project development and public involvement process, NYSDOT is
soliciting official public comments to guide decision-making; and
WHEREAS, the Board of Trustees of the Village of Hamburg serves as the primary governing body
representing the safety, economic vitality, and long-term interests of the Village and desires to formally
submit its position for the record; and
WHEREAS, the Village of Hamburg and NYSDOT share a successful legacy of pioneering modern
roundabout infrastructure, specifically with the implementation of the 2007 Route 62 reconstruction project
that introduced four (4) highly effective roundabouts within the Village; and
WHEREAS, the Route 62 project achieved transformative results across the Village by calming
traffic, dramatically reducing vehicle speeds, elevating pedestrian safety, and serving as the catalyst for a
sustained economic revitalization of the Village’s commercial core; and
WHEREAS, the success of the Village’s existing roundabout corridor is widely recognized
statewide as a model transportation case study, consistently delivering efficient multimodal traffic flow for
vehicles, cyclists, and pedestrians while significantly enhancing overall community livability and quality
of life; and
WHEREAS, empirical safety data proves modern roundabouts are vastly superior to traditional
signalized intersections, achieving up to a 90% reduction in fatal collisions and a substantial decrease in
severe injury crashes by eliminating high-speed T-bone and head-on impacts and removing the driver urge
to "beat the light"; and
WHEREAS, the proposed roundabout offers critical safety enhancements for pedestrians through
reduced vehicle entry and exit speeds, significantly shortened crossing distances, and protective refuge
islands that allow pedestrians to navigate one direction of traffic at a time; and
WHEREAS, beyond vital safety improvements, the proposed US Route 62 / NY Route 75
roundabout delivers substantial community benefits, including:
1. Environmental Impact: Lower operational emissions and fuel consumption through reduced
vehicle idling;
2. Aesthetic Enhancements: Removal of overhead signal clutter and the addition of landscaped areas;
and
3. Economic Development: Continued revitalization of adjacent commercial and residential
properties along a critical Village gateway; and

Comprehensive Plan and reaffirmed in the draft 2026 Comprehensive Plan update;
NOW, THEREFORE, BE IT RESOLVED, that the Board of Trustees of the Village of Hamburg
hereby strongly supports NYSDOT PIN 5308.40 and formally endorses the selection of a roundabout as the
Preferred Alternative for the intersection of US Route 62 (Main Street) and NY Route 75 (Lake Street); and
BE IT FURTHER RESOLVED, that the Village Clerk is hereby directed to immediately transmit
