SPECIAL BOARD MEETING TOWN HALL SEPTEMBER 30, 2026 7:30 P.M. reminded residents to pay close attention to the brush pickup schedule dates to ensure compliance. Is volunteering to assist with locking up Town Hall during extended hours associated with early voting. Town Clerk Quinlan reported on the following: October 1st would be the last day for the first round of deer management permits (DMPs), issued through the NYSDEC, to be available at the Town Clerk's office. Hunting and fishing licenses would continue to be available. The next ConnectLife blood drive will be held Tuesday, October 6th from 2:00 to 7:00 PM in the community room. Town Hall will be closed on Monday, October 12th in observance of Columbus Day. Supervisor Keding reported on the following: Water System: Addressed the recent water outage affecting residents in the vicinity of Chestnut Ridge Road and south, caused by a 6-to-7-foot crack in the water main that required Erie County Water Authority (ECWA) to shut down service. He explained that because the town operates under a lease- managed water district arrangement—meaning the town owns the system but ECWA handles all operations, maintenance, and repairs—direct real-time updates to the town are limited. He emphasized that Water Phase 2 will substantially address these service reliability issues, including over 9,000 linear feet of new water line and the addition of a secondary service connection coming down Boston Colden Road, which will provide a redundant supply from the south end of town. The project remains pending approvals from the New York State DEC and other county and state entities before going out to bid. Directed residents to the Town of Boston website for full documentation, including all resolutions, water district maps, and project information. Bookkeeper Recognition: Congratulated Town Bookkeeper Ellie Pericak on receiving the Credentialed Municipal Finance Officer (CMFO) designation from the New York Society of Municipal Finance Officers, noting she is among only a handful of town bookkeepers in the state to have achieved the accreditation. Erie County Mobile DMV: Friday, October 30th, an Erie County Mobile DMV will be hosted at Town Hall from 9:00 AM to 4:00 PM, open to all Erie County residents. Prior event drew over 50 participants, well above the typical 12–15 seen at most mobile DMV locations. Nuclear Energy Summit: Attended the Upstate Nuclear Energy Summit in Waterloo on September 17th. He noted that Generation 3+ nuclear reactors are viable technology, capable of operating on footprints as small as 14–15 acres and using air-cooled systems that do not require water. He observed that nuclear energy is increasingly being discussed at the state level as a complement to solar, wind, and battery storage, and indicated that the town may pursue local code provisions to ensure municipal oversight. North Boston Park/South Town Slammers: Reported that the town is close to finalizing a community partnership agreement with South Town Slammers to assist with improvements to the North Boston Park baseball diamond, with the goal of revitalizing that field.

The 2027 Budget Presentation will be held on Wednesday, October 14th at 7:00 PM in the community room, encouraged residents to attend. Acknowledged that the town is likely to exceed the tax cap this year, citing legally obligated debt service on water infrastructure projects, a 60-plus percent increase in road salt contract costs, and rising diesel fuel prices as primary drivers. He indicated all details would be presented at the October 14th budget session. Sewer Board: Noted an upcoming sewer board meeting the following Wednesday to discuss improvements to the wastewater treatment facility and rate considerations. A motion was made by Supervisor Keding and was seconded by Councilwoman Selby to adjourn the meeting at 8:01 p.m. Supervisor Keding Yes Councilman Penders Yes Councilwoman Selby Yes Councilman Stephan Yes four (4) Yes Carried Open Meetings Law, Public Officers Law, Article 7, §106.
