Re: Naming Rights and Dedication Protocol
Date: June 4, 2026
I would propose as a starting point for conversation the following Naming Rights Protocol for your
consideration and would ask to place this item on an upcoming Town Board agenda. Your input is welcomed.
Town Facility* Naming and Dedication Policy:
• Proposed policy would allow facilities* to be named/re-named or dedicated/re-dedicated (i.e. buildings
or roads or parks) for an individual(s) who:
• has played a critical role, achieved notable accomplishment to benefit society in ways that supported
the success and well-being of the Town of West Seneca, Western New York, the State of New York,
or the United States of America, and
• “Principal legacy” (i.e. the key activity, advocacy or accomplishment for which the individual is
most known) aligns with or reflects the Town’s mission, vision, values and beliefs, and
• Individual(s) has been deceased for two (2)** or more years
*includes any structure, building, park, equipment or town-maintained road
**recommended waiting period, could be waived if deemed appropriate and so motioned
Requests for Naming or Dedication of Facilities:
• Proposals for consideration of Naming or Dedication must:
o Be submitted to the Town Council in writing by sponsoring town entity
o Clearly articulate the reasons for the requested naming or dedication, design elements of signage,
size etc. and costs associated with renaming/dedication
o Be reviewed by a committee appointed by the Town Council
o If the naming or dedication request necessitates a cost incurred to the Town (i.e. signage), the
cost must be borne by the requesting entity.
Town Obligations for Naming or Dedication of Facilities*:
• The Town Board must appoint 6 committee members (1 member appointed by each Councilmember and
Highway Superintendent) plus the Code Enforcement Officer for the town to review requests for naming
or dedication requests
• The written request for Naming Dedication:
Page 14
o Must be shared publicly and presented to the community via regular or special Town Board
meeting or Commission/Board meeting (i.e. Recreation Commission, Historical Commission)
o Written request must be posted conspicuously on Town Website(s)
• A 30 day waiting period must occur allowing residents or interested parties to provide public comments
on proposed naming or dedication requests.
• After a waiting period of 30 days, the Town appointed committee shall provide a written
recommendation in support of or denial of naming or dedication request to the Town Board.
• The Town Board will consider such request(s) and approve by a super majority vote (4 of 5
Councilmembers) to name or dedicate a town facility*
• The Town Board has final approval of any signage (design, color and size) in accordance with any
