immediately and may require additional research. It is the Board’s goal to respond in a thoughtful,
timely, and accurate manner.
PUBLIC COMMENTS
The following comments and questions were received:
Constance Scioli, Covington Drive:
- Requested an immediate noise and pollution study behind her home
- The volume of traffic on Route 219 has increased since it was constructed
- National Fuel removed several trees that provided a natural barrier to the noise and pollution
- Traffic has increased due to the new Buffalo Bills stadium and expressed concerns about the
Costco store that is planned
- In her opinion, the way of life is not sustainable and commented on many house being sold
- Residents are seeking a Type 2 sound barrier from NYS Thruway Department
Supervisor Dickson stated there is an easement on the lands where the trees were removed and
asked Ms. Scioli if residents had approached the Thruway. Ms. Scioli confirmed the residents have
made the request for sound barriers and were told that unless there is a construction project to widen
or add lanes, the NYS Thruway does not ever plan to add a sound barrier. Supervisor Dickson stated
he had received the same answer to his own inquiries but would support analyzing the problem for
the purpose of approaching the NYS Thruway or others with a stronger argument. Supervisor
Dickson noted that this is another instance where the town would step in to assist residents with
county and state issues. Mr. Foote stated obtaining a baseline of the noise level is the place to start
the process and he would obtain quotes for an acoustical survey to be presented at the next Town
Board meeting.
Ms. Scioli presented a petition with signatures to Town Clerk Newton.
A town resident, name and address are unintelligible:
- Commented that he also raised the issue of noise and that, in his opinion, his Assemblyman did not
follow up
- Other municipalities do have decibel meters
Charles, Union Road and Mill Road area:
- Referred to Communications Item no. 5 and, in his opinion, the purchase of rifles is vague and
requested additional information - Chief Cosgrove stated the purchase is for two tactical rifles for the
SWAT members.
Susan Kims, Covington Drive:
- At a July 10, 2017, Town Board meeting, a resolution was adopted requesting sound barriers in
different areas of the town

2. FOR DISCUSSION
1. Town Engineer re Sanitary Sewer Overflow Update
Town Engineer Foote provided the following sanitary sewer overflow update:
Please find attached a chart summarizing the individual and total sanitary sewer overflow volumes
from 2022 through year-to-date 2026. As shown, the Town has made substantial progress in
reducing overflow volumes, with the most significant improvement occurring at the West Seneca
West Bus Garage location, where reported overflow volumes have decreased by more than 80%.
The Town is planning to install flow meters on the discharge piping for the Bus Garage and Plant 5
overflow pumps to provide more accurate measurements of overflow volumes. Additionally, level
controls will be installed at the Bus Garage to automatically start and stop the pumps based on
system conditions, helping to prevent unnecessary bypass pumping.
The Town also plans to upgrade the flow meters where sanitary sewers within Sewer District No. 12
discharge into the Erie County trunk sewer. These improvements are intended to eliminate inaccurate
flow readings caused by surcharging conditions within the County's sewer system. The flow meter
installations and upgrades are anticipated to take place this winter and next spring.
Finally, the Town is planning to upgrade its SCADA system and integrate the various flow meters into
a centralized platform, allowing data to be collected, monitored, and accessed remotely.
Collectively, these improvements will enhance the accuracy and reliability of flow and overflow data,
improve system monitoring and operational efficiency, and provide the Town with better information
to evaluate system performance and prioritize future sanitary sewer improvements.
Supervisor Dickson asked that the chart be added to the town's website. Mr. Foote confirmed the
chart would be uploaded.
Councilmember Sherman asked if the improvements would provide better data. Mr. Foote stated the
SCADA system is a central location for data and provides real-time information.

overflow events with the ultimate goal of completely eliminating the overflow.
