TO: Honorable Town Board FROM: Jason Foote, Town Engineer DATE: August 24, 2026 SUBJECT: Town Engineer re Authorization to bid two improvement projects Requested Action: Please authorize the bidding for sanitary sewer flow metering improvements at various Town sanitary sewer lift stations and overflow locations. The proposed work includes the installation of new flow meters at various existing sanitary sewer lift stations, as well as flow meters for the overflow pumps at Plant 5 and the temporary overflow pumps located at the bus garage. The improvements will provide the Town with more accurate and reliable flow data to assist with system monitoring, evaluation of overflow events, and ongoing operation of the sanitary sewer system. In addition, we propose to separately bid SCADA system improvements to integrate the new flow metering data into a centralized monitoring and data collection system. The Town's existing SCADA system is outdated and in need of modernization. The proposed improvements would provide centralized collection and storage of flow data, improved system monitoring, and automated notifications of operating conditions and overflow events. Funding for both the flow metering improvements and SCADA improvements will be provided through the Town's Sewer Program Maintenance Budget lines. Upon authorization, separate contract documents will be prepared for the flow metering and SCADA improvements, and the projects will be publicly advertised for competitive bids.
