Memo
To: Town of Boston
From: Drescher & Malecki LLP
Date: August 4, 2026
Re: 2024 Fiscal Year End Recommendations

Capital Assets
An accurate and current listing of all capital assets by function should be maintained. The detailed capital
asset listing should be updated on an annual basis. Formal procedures should be implemented to
safeguard assets and ensure relevant, timely, and accurate information.

Upon receipt of the capital asset listing, it was noted that the Town does not record all of the
infrastructure relating to the water districts and Town roads.

We recommend the Town inquire with proper personnel to obtain up to date and accurate information
relating to these water districts and Town roads. We also recommend that the Town adhere to policies and
procedures that require proper capital asset maintenance. Last, we recommend that the Town compiles a
breakout of depreciation by function.

Compensated Absences Rate of Pay
GASB Statement No. 101, Compensated Absences, establishes guidance for measuring a liability for
leave that has not been used, generally using an employee’s pay rate as of the date of the financial
statements.

Upon review of the Towns compensated absences balances, we noted that the pay rate to calculate the
liability was the yearly pay rate subsequent to the date of the financial statements.

We recommend that the Town adhere to GASB Statement No. 101 guidelines and utilize the pay rate as
of the date of the financial statements to calculate the long-term liability.

Cash Reconciliations
We noted that there were multiple bank reconciliation items outstanding on the December 31, 2024 bank
reconciliation. We recommend that the Town addresses these outstanding items in a timely manner so
book balances accurately reflect the bank balances at year-end.

Revenue Accruals
The Town of Boston does not accrue a portion of sales tax back to the appropriate related fiscal year.
D&M received remittance from Erie County confirming the remaining amount of 2024 sales tax to be
received by the Town during the first quarter of 2025.

Additionally, the January Trooper Rent Revenue received each year is booked back to the prior fiscal
year.

We recommend that the Town evaluate the appropriateness of these accruals and ensure they are being
booked in the proper fiscal year or document the approval of an alternate accounting treatment.
