David,

The New York State Department of Transportation (NYSDOT) has reviewed the documentation provided for the
Town of Boston Water System Improvements Phase 2 and has the following comments:

    NYSDOT concurs with the Town of Boston for it to act as the Lead Agency
    Based upon the information provided, a NYSDOT highway work permit is not needed at this time. If any
  changes are made to the site plan and work would be needed in the State right of way, a highway work
  permit would be required.
