Sandy,
At its March 10 meeting, the planning board recommended that the Town board approve the storage yard for
this applicant. There was a stipulation that there will be no lighting associated with the yard, and that slats will
be placed in the chain-link fence along the north eastern portion of the fence. Additionally the Board
stipulates that no other improvements should be approved at this time and when a building is planned Site
Plan Approval will be required.
Because a use variance with granted, SEQR has been completed for this project.

Good morning,
At the March 4th Town Board meeting MCD Solutions was referred to the Planning Board.
The public hearing for MCD Solutions Inc, 8219 Boston State Road, Site Plan Approval is on the
Town Board agenda for March 18th .
I have attached the documents that the Town Board was provided for the March 4 th meeting as
well as the public hearing notice.
Sarah - is there something that is needed from the Planning Board in order for the Town Board
to proceed with the public hearing and site plan approval?
Ryan and Jason - The last site plan approval was for Hog Car Wash that I remember and there
were 2 resolutions, site plan approval and negative declaration under SEQRA.
I didn’t know if the same was needed for the current site plan approval.

HI Sandra,
That’s great. All we will need is a PO made out to NYSID. If you do not use POs, you can just put
something on Town letterhead. Yes we would be able to finish, however it is expected to be extended to
end of year.
Please make sure it is made out to NYSID:
The PO would be for the full award amount of the quote and would be made out as follows:
NYS IND For the Disabled Inc.

Subject: Town of Boston NYS Archives Grant
Hi Sal,
Please see attached that I received from NYS LGRMIF on 2/11/2026, finally got approved!!
I have also attached the quote that you-InStream had provided in 2/2025. I needed to confirm that the quote
is still valid and I am trying to locate a contract, maybe there wasn’t one until this final approval.

I am in the process of compiling the records to be scanned. Do you think that InStream would be able to finish
the project by June 30, 2026? I have contacted NYS Archives and am asking for a potential extension for the
completing of the project.
Thank you,
Sandy

Re: Recommendation of Award for
Utility Modifications – Holiday Lights
LaBella Project No. 2254746
Dear Mr. Keding:
On March 5, 2026, bids were received for the above referenced project from the following
contractors:
Base Bid Plus Allowance(s)
1. Loudon Building Co. $140,500.00
2. IPL $151,200.00
3. State Group $172,500.00
Their bids have been reviewed, and Loudon Building Co. has been confirmed as the low
bidder at a cost of $140,500.00. This pricing is in line with the Engineer’s Opinion of Probable
Cost, and we believe the bid is reasonable and represents the market value of the work.
Loudon Building Co. submitted the required documentation for this bid, including a bid
bond.
We contacted Brice Reed, Owner and Vice President of Loudon Building Company on
03/06/2026 to review project scope. Loudon Building Company included the appropriate
permitting & safety considerations, prevailing wage, contingency allowance, technical
product specifications, and scope items in their bid. Loudon Building Company has
demonstrated, to our satisfaction, an understanding of the project scope as shown in the
contract documents.
Brice did mention that he went out to all the pole locations and based on his observation he
thought a few of the locations might not have enough wiring remaining from the existing
tap, the proper way would be to add those locations as additional taps by NYSEG. This
would result in slightly higher fees from NYSEG than planned, but minor and well within the
contingency.
Based on the above, we recommend awarding the Town of Boston – Utility Modification –
Holiday Lights project in the amount of one hundred and forty thousand, five hundred
dollars and zero cents ($140,500.00) to Loudon Building Co.

Bid securities from the next two lowest bidders should be kept by the Town of Boston until
said contract is signed.

8203 or [email protected]
Respectfully submitted,
