We have assessed the condition and compliance of system assets. It should be noted that an overwhelming majority of deficiencies are due to the age of the water system. We have prepared four (4) alternatives to present in the PER to address the deficiencies within the water system: « Alternative 1 ~No Action: EFC Engineering Report Outline requires a “No Action” alternative to be presented. This altemative proposes the Village continue to maintain the current system. « Alternative 2 - Upgrades to Water System Infrastructure: Upgrades to the Village sources are proposed, this includes a new well house. This alternative proposes upgrades to existing water system and addresses minimum deficiencies. This alternative replaces problematic pipes within the distribution system. * Alternative 3 - New Treatment Plant and Finished Water Storage: Higher level of upgrades to the Village sources are proposed, this includes a new well house. This alternative proposes a new water treatment plant with new finished water storage tanks for reliable and resilient production of drinking water. This alternative replaces problematic pipes within the distribution system. « Alternative 4 - New Treatment Plant and Finished Water Storage w/ Additional Distribution Piping: Higher level of upgrades to the Village sources are proposed, this includes a new well house. Village of Gowanda ~ Project Summary Sheet - August 11, 2026 o Preliminary Engineer’s Report is advancing in following areas: Project Background and History - Completed System Present Condition and Deficiencies ~ Completed Alternative Analysis - Preliminary alternatives have been assembled. Sizing of infrastructure, system calculations, and preliminary layouts are being developed. Cost analysis for alternatives is ongoing. Coordinating with vendors for pricing and space and power requirements. o Summary of Meeting with DOH Bureau of Water Supply Protection (7/30/26) The Village historically has had barium in its groundwater well source. Barium is known to be found in groundwater throughout the greater region. — The Village has previously blended sources to maintain barium levels below the maximum contaminant level (MCL) under permission from the DOH. DOH BWSP is now requiring projects receiving funds under DWSRF to have full flow treatment capabilities of contaminants. New equipment will be required to treat for barium at peak daily or design flow rates of the existing plant or new treatment plant.
