Agency Use Only [lf applicable] Project:|1196 Big Tree SP & SUA Date: 17/22/26 Short Environmental Assessment Form Part 3 Determination of Significance For every question in Part 2 that was answered “moderate to large impact may occur”, or if there is a need to explain why a particular element of the proposed action may or will not result in a significant adverse environmental impact, please complete Part 3. Part 3 should, in sufficient detail, identify the impact, including any measures or design elements that have been included by the project sponsor to avoid or reduce impacts. Part 3 should also explain how the lead agency determined that the impact may or will not be significant. Each potential impact should be assessed considering its setting, probability of occurring, duration, irreversibility, geographic scope and magnitude. Also consider the potential for short- term, long-term and cumulative impacts. The proposed project consists of converting the two existing residence into sleeping quarters, construction of 7 seasonal cottages, two tree houses, a 1200 sqft lodge and the continued use of the spa. The applicant has requested a reduction in required parking. The applicant has decreased the size of the lodge and now proposes an open air gazebo which lowers the number of occupants. The applicant has agreed to conditions which minimize the impact: no wood fires, propane only; quite hours from 10pm to 8am; maximum number of occupants for a private event of 100 and not open to the public; a caretaker or responsible person on site, or available nearby at all times when the campground is operational. Additionally, the Town reserves the right to require the remaining parking spaces if the need arises in the future. [] Check this box if you have determined, based on the information and analysis above, and any supporting documentation, that the proposed action may result in one or more potentially large or significant adverse impacts and an environmental impact statement is required. Check this box if you have determined, based on the information and analysis above, and any supporting documentation, that the proposed action will not result in any significant adverse environmental impacts. RK @ SOLAR July 6th, 2026 Town of Aurora 575 Oakwood Avenue, East Aurora, NY 14052 To the Town Board of Aurora: Under the jurisdiction of the Town of Aurora, GreenSpark Solar seeks to apply for a special ‘use building permit at 2100 Lewis Road, South Wales, NY 14139 to install a 7.04 KW-DC ground mounted PV system expansion. After review of the town code GreenSpark Solar would like to formally request the special use permit requirement be waived for this submission. It is the opinion of GreenSpark Solar that this project aligns with the Town's desire to accommodate the use of solar energy systems as a clean and reliable energy source, and the project should have no significant impact on the overall character, nature, and beauty of the Town of Aurora. The size and intent of this project is to support only direct electrical use onsite, and will not include any offsite sale of electricity generation. Furthermore, the project is utilizing only 21 square feet of field space that is already cleared adjacent to the previously installed arrays on the property, in compliance with zoning and location requirements. - ii a y, ca of ur SIL NY. Noe 0rd) Ie TOWN OF AURORA 575 Oakwood Avenue, East Aurora, NY 14052 www.townofaurorany. gov July 16, 2026 Hon. RuthAnne Visnauskas Commissioner/CEO New York State Homes and Community Renewal Hampton Plaza, 38-40 State Street Albany, NY 12207 Dear Commissioner Visnauskas, | write as Supervisor of the Town of Aurora to support the designation of The Rural Outreach Center, Inc. as a Rural Preservation Company for the rural towns of southern and eastern Erie County, including the Town of Aurora. The Rural Outreach Center is based here in our town and has been for more than a decade. From that home base it serves the rural Southtowns across southern and eastern Erie County. Much of our town beyond the village is rural, and like the towns around us we have little affordable rental housing and no local organization with the capacity to build more. As older affordable rentals age and lose their protections, that shortage only grows. ROC is one of the few organizations in this part of the county actually developing housing rather than only naming the need. It helps roughly 300 people a year hold onto their housing, and it is building new affordable homes in the region with more than $2.5 million in public funding secured. Its board is locally based, a majority of whom live in the service area, and brings real experience in housing finance, development, and local government. Designating ROC as a Rural Preservation Company would put state support behind an organization already doing this work from right here in the Town of Aurora. | urge you to designate The Rural Outreach Center as a Rural Preservation Company for rural Erie County. Thank you for your consideration. Sincerely, Charles D. Snyder Supervisor, Town of Aurora

As consideration for the extension, we have offered a $0 increase for the fiscal year ending December 31, 2026 services. Additionally, we have limited annual increases to just 3.5% for the subsequent years of this agreement. We hope this offer adequately reflects how much we value our relationship with the Town.
