OLD BUSINESS • Pine and Girard All-Way Stop: Mayor Wochensky said that the study is still ongoing but would like to keep this on the agenda. NEW BUSINESS • Liquor License GADC – none had comments • Mayor Wochensky asked if anyone on the Village Board would like to make a motion on the 206 Main applications and commented on the concerns. Trustee Kamp noted that most of the issues have to do with the special use permit, not the site plan application, and said that he is not against making a motion on the special use permit. Mayor Wochensky noted that he is not comfortable with the special use permit but could move forward with the site plan application. Trustee Lazickas noted he likes the change but that the garage door is a concern. Trustee Viger asked about parking regulations; Code Enforcement Officer Cassidy said that parking is normally included in both the site plan and special use permit. Trustee Viger wants to make sure we get the parking done right and do not rush through. Mayor Wochensky spoke about a further desire to remove the parking requirements in the Village. Trustee Kamp said that the site plan seems reasonable but if others need more time, he’s ok with that. SPEAKERS & COMMUNICATIONS • Tony Rosati- 461 Griggs Pl- He has concerns over dangerous trees and power lines. General Foreman Stoll said that he already spoke to NYSEG about one of the trees that Mr. Rosati is talking about. Mayor Wochensky spoke about a grant for a tree maintenance plan. • Karen Spencer- 31 Hamlin- She would like a 10-foot buffer zone against the fence to go with the site plan.

• Tom Morris- EA Fire Department- He spoke about October being fire prevention month. He reminded everyone to clean their chimneys and change batteries in smoke detectors and carbon monoxide detectors. He is open to refining the design to make the Village Board more comfortable but is on a timeline for construction. • Holly Schintzius- 31 North Willow- She said that the plans that she received for 206 Main did not include the stairs or the garage doors and wants a more complete set of documents. She noted that the garage doors will affect the neighbors no matter where they are. Barton & Loguidice Memo To: Luke Wochensky, Mayor Date: September 24, 2026 Village of East Aurora From: Alexander S. Kerr, P.E., PTOE, RSP1 Project No.: 2126.003.003 Managing Engineer Re: All-way Stop Third Party Review Pine Street and Girard Avenue Intersection Village of East Aurora, Erie County, New York This memorandum will perform a peer review of the County’s all-way stop analysis including a review of the data, assumptions, analysis, and recommendation for an all-way stop. Pine Street operates as a north/southbound urban minor arterial highway owned/maintained by Erie County. Girard Avenue operates as an east/westbound urban local road and is owned/maintained by the Village of East Aurora. Under existing conditions, stop control is present on the minor intersection approach of Girard Avenue, while Pine Street is uncontrolled (i.e. free flow). Figure 1 – Project Location Map The Erie County Department of Public Works previously completed a traffic engineering investigation of this study intersection to evaluate implementing all-way stop control in accordance with criteria set forth in the National Manual of Uniform Traffic Control Devices (MUTCD). The findings of County’s analysis was summarized Pine Street and Girard Ave AWS Review (ID 3690412).docx

Section 1 - Review of All-Way Stop Recommendation: The 11th Edition of the Manual on Uniform Traffic Control Devices (MUTCD), Sections 2B.12 through 2B.17, identifies five warrants for evaluating all-way stop control. At a three-legged intersection, all-way stop control would require STOP signs on all three approaches. The decision should be supported by an engineering study addressing existing operations, safety conditions, and the potential benefits and adverse effects of requiring all approaches to stop. The MUTCD emphasizes that satisfying a warrant does not, by itself, require installation of all-way stop control; the final determination must be based on engineering judgment. The applicable MUTCD all-way stop warrants are summarized below: Warrant Criteria for a Three-Legged Intersection Four or more reported crashes within a 12-month period, or five or more reported crashes A: Crash within a 36-month period, of types susceptible to correction by all-way stop control. Experience Potentially correctable crashes typically include right-angle and turning-movement collisions. Sight distance from the stop-controlled minor-road approach is inadequate for a stopped B: Sight vehicle to safely turn onto or cross the uncontrolled major road, and the intersection Distance cannot reasonably be negotiated unless the major-road traffic is also required to stop. C: Transition All-way stop control is proposed as an interim measure while arrangements are being Control made to install a traffic signal or to transition to yield control at a circular intersection. For each of the same eight hours of a typical day: (1) the combined motor-vehicle, bicycle, and pedestrian volume entering from the two major-street approaches is at least 300 units per hour; and (2) the combined volume entering from the single minor-street approach is D: Eight-Hour at least 200 units per hour. The eight qualifying hours need not be consecutive. If the Volume major-street 85th-percentile approach speed exceeds 40 mph, the thresholds may be reduced to 70 percent, or 210 units per hour on the major street and 140 units per hour on the minor street. Other conditions indicate that all-way stop control is appropriate, including a need to control left-turn conflicts, an intersection of similar residential collector streets where all- E: Other Factors way stop control would improve operations, or pedestrian and bicycle activity that supports the installation. A review of each warrant in comparison to Erie County’s prior analysis is provided below. Pine Street and Girard Ave AWS Review (ID 3690412).docx

Luke Wochensky, Mayor Village of East Aurora All-Way Stop Third Party Review: Pine Street & Girard Avenue Intersection September 24, 2026 Page 3 All-Way Stop Warrant A – Crash Analysis: Erie County performed a query of the NYSDOT’s Crash Location & Engineering Analysis Repository (CLEAR) Crash Data Viewer to quantify the number of recorded crashes occurring both within a 12-month and 36-month period. The 12-month analysis period evaluated crashes occurring from January 2023 through December 2023 and the 36-month analysis period evaluated January 2023 through December 2025. During the 12-month analysis period, a total of two crashes were reported, which does not satisfy Warrant A’s threshold of four or more reported crashes within a 12-month period. During the 36-month analysis period, a total of four crashes were reported, which does not satisfy Warrant A’s threshold of five or more reported crashes within a 36-month period. B&L has performed a similar query of NYSDOT’s CLEAR database and we concur with the County’s crash analysis findings for both the 12- and 36-month analysis periods. A copy of the detailed police crash reports (MV-104A form) are included in Appendix E and summary of the crashes is provided in the table below. Crash Severity Crash Type Contributing Factor 1 Property Damage Only Rear End Improper backing 2 Property Damage Only Right Angle Failure to yield right-of-way 3 Property Damage Only Right Angle Inclement weather resulting in failure to yield right-of-way 4 Property Damage Only Right Angle Inclement weather resulting in failure to yield right-of-way In reviewing the detailed police crash reports, we concur with Erie County that three of the four reported crashes were susceptible to improvement by all-way stop control. In addition, we concur that the criteria for Warrant A is not satisfied. All-Way Stop Warrant B – Sight Distance: B&L performed an intersection sight distance analysis per methodology outlined by AASHTO and the NYSDOT Highway Design Manual (HDM). This analysis was performed in the field on Friday September 11, 2026. Appendix 5C of the NYSDOT HDM provides recommended intersection sight distance values which should be provided to conform with AASHTO design guidelines under various turning conditions. The worst-case scenario, case B1 where a vehicle is turning left from the Girard Avenue approach is outlined in Table 5C-3 below. Pine Street and Girard Ave AWS Review (ID 3690412).docx

Page 59

Luke Wochensky, Mayor Village of East Aurora All-Way Stop Third Party Review: Pine Street & Girard Avenue Intersection September 24, 2026 Page 4 The posted speed limit at the study intersection is 30 mph. However, a review of available traffic speed data from the NYSDOT’s traffic data viewer shows that the average 85 th percentile speed (or free flow speed) is closer to 34 mph. As such, a design speed of 35 mph is conservatively appropriate; translating to a design intersection sight distance of 390 feet for passenger cars. Based on the results of B&L’s field analysis, it was determined that approximately 390 feet of sight distance is provided looking to the north and 206 feet looking to the south. Refer to Appendix C for summary field measurement figures and site photographs. Comparatively, Erie County in their review used a design speed of 30 mph translating to a design intersection sight distance of 335 feet for passenger cars. Their field observations of existing sight distance were approximately 335 feet of sight distance looking to the north and 270 feet of sight distance looking to the south. Both sight distance analyses confirmed there is a non-standard sight distance looking to the south from the Girard Avenue approach. This limited sight distance is the result of existing embankment present on the southwest intersection quadrant while vehicles are at stopped at the existing stop bar. During our sight visit, vehicles were observed encroaching beyond the stop bar, into the crosswalk, prior to performing turning movements. The available sight distance improves significantly as users move beyond the stop bar but yet not entering the intersection in conflict with other vehicles. We concur with Erie County’s findings that the criteria for all-way stop Warrant B is satisfied. All-Way Stop Warrant C – Transition Control: Warrant C is applicable where all-way stop may be installed at locations where it shall be implemented as an interim measure to control traffic while arrangements are made for the installation of a traffic control signal. Warrant C is not applicable and we concur that criteria for all-way stop Warrant C is not satisfied. Pine Street and Girard Ave AWS Review (ID 3690412).docx

Luke Wochensky, Mayor Village of East Aurora All-Way Stop Third Party Review: Pine Street & Girard Avenue Intersection September 24, 2026 Page 5 All-Way Stop Warrant D – Eight-Hour Volume (Vehicles, Pedestrians, Bicycles): Warrant D is applicable if the following volume thresholds are satisfied per the MUTCD: For a three-legged intersection, the Warrant D major-street volume is the combined volume entering from both legs of the through roadway. The minor-street volume is the total entering volume from the single terminating approach. Pedestrians and bicyclists are counted together with motor vehicles as “units” when applying these thresholds. Turning movement count data was previously collected in service of Erie County’s all-way stop engineering investigation and was utilized for this analysis. Two days of turning movement count data was collected with day 1 occurring on Tuesday June 9, 2026 and day 2 occurring Thursday June 11, 2026. The day 2 traffic volumes were generally higher compared to day 1, and therefore the higher day 2 volumes were used as inputs for this analysis. Refer to Appendix A for detailed turning movement count data. Tables 1 and 2 on the following page compare the empirical traffic volume data collected by Erie County against the Warrant D requirements. The results of this analysis determined that volumes along the mainline of Pine Street satisfy Warrant D, yet the volumes on the minor approach of Girard Avenue do not satisfy Warrant D. Speed data from the NYSDOT Traffic Data Viewer supports that the 85th percentile approach speed does not exceed 40 mph, therefore the volume warrant threshold may not be reduced to 70 percent. Refer to Appendix A for NYSDOT Traffic Data Viewer speed data. Our analysis coincides with the findings of Erie County and Warrant D is not satisfied for the study intersection. Luke Wochensky, Mayor Village of East Aurora All-Way Stop Third Party Review: Pine Street & Girard Avenue Intersection September 24, 2026 Page 7 All-Way Stop Warrant E – Other Factors: The MUTCD offers the following other factors to consider for the applicability of all-way stop control: A. The need to control left-turn conflicts, B. An intersection of two residential neighborhood collector (through) streets of similar design and operating characteristic where all-way stop control would improve traffic operational characteristics of the intersection, or C. Where pedestrian and/or bicyclist movements support the installation of all-way stop control. There is no evidence the above other factors are applicable to the study intersection and Warrant E is not satisfied based on both this and Erie County’s analysis. Section 2: Queue Analysis: A SimTraffic queuing analysis was performed for a 60-minute study peak hour following a 15-minute network seeding period. Peak-hour traffic demand was modeled using four 15-minute intervals to reflect variations in traffic flow within the analysis hour. A minimum of 10 simulation runs with different randomized seeds were completed, and the reported 95th-percentile queues represent the average results of the multiple simulation runs. This queueing analysis was performed on the study intersection under existing conditions as well as proposed all-way stop conditions. Under existing conditions, the 95 th percentile queues ranged from 60-80 feet for the Girard Avenue approach. Under proposed conditions, queues ranged from 60-65 feet on the Girard Avenue approach and 70-80 feet on the Pine Street approaches. The results of queueing analysis highlight that, during peak hours of traffic, queues along the southbound approach of Pine Street may impact the intersection of Lawrence Avenue. The intersection of Lawerence Avenue and Pine Street is approximately 40 feet offset to the north from the intersection with Girard Avenue. Refer to Appendix B for detailed SimTraffic queueing reports. The 95 th percentile queues are highlighted in yellow for ease of review. Section 3: Vehicle Turn Template Analysis: B&L developed models of school bus and single unit truck turning templates to evaluate the geometry of the study intersection under proposed all-way stop conditions. In specific, Transoft Solutions AutoTURN models, an industry-standard vehicle sweep path analysis software, were developed to evaluate a school bus and a single unit delivery truck. The results of this analysis are included within Appendix D. Review of the turning template analysis presents two concerns related to implementing all-way stop control: 1. Vehicles turning southbound onto Pine Street from Lawrence Street would not be able to complete their turning movement prior to the Pine Street southbound approach stop bar. See figures T-1 through T-4 in Appendix D. Pine Street and Girard Ave AWS Review (ID 3690412).docx

Page 63

Luke Wochensky, Mayor Village of East Aurora All-Way Stop Third Party Review: Pine Street & Girard Avenue Intersection September 24, 2026 Page 8 2. Vehicles turning southbound onto Pine Street from Girard Avenue are not able to complete their turning movement without utilizing the northbound through lane of Pine Street. This turning movement would be in conflict with northbound queued vehicles should all-way stop control be implemented. The northbound stop bar would need to be located substantially back from the intersection to resolve this conflict. Section 4: Analysis Results & Recommendations Summarizing the results of this analysis: 1. An all-way stop warrant analysis has been performed by Erie County in accordance with the MUTCD. a. Of the warrants evaluated, only the sight distance warrant (Warrant B) was satisfied. 2. A SimTraffic queueing analysis was performed. a. Under proposed conditions, southbound queues would conflict with the intersection of Lawrence Avenue. 3. An AutoTURN vehicle turning template analysis was performed a. Conflicts with vehicles queued on Pine Street under proposed all-way stop conditions were observed. Although the study intersection is noted to have a non-standard intersection sight distance for eastbound passenger vehicles stopped at the stop bar, there is no pattern of crashes associated with the non-standard feature. Furthermore, implementing all-way stop control at the study intersection would create operational conflicts with the offset intersection of Lawrence Avenue as well as create conflicts with vehicles and traffic queued on Pine Street. The existing intersection geometry would need to be modified to accommodate these turning vehicles under proposed all-way stop conditions which may result in utility or right-of-way impacts. Based on this rationale, implementing all-way stop control at the intersection of Pine Street and Girard Avenue is not recommended at this time. _______________________________________ ___ 9/24/2026 ____ Alexander S. COUNTY OF ERIE WILLIAM E. GEARY, JR. COMMISSIONER DEPARTMENT OF PUBLIC WORKS July 2, 2026 Village of East Aurora Village Hall 585 Oakwood Ave East Aurora, NY 14052 Attn: Maureen Jerackas, Village Clerk-Treasurer RE: Pine St (CR 6) and Girard Ave (VH) All-Way Stop Traffic Study Request Dear Ms. Jerackas: The Erie County Department of Public Works has completed a traffic engineering investigation related to your request for an all-way stop study at the intersection of Pine Street (CR 6) and Girard Avenue (VH) in the Village of East Aurora. Section 2B.12 of the National Manual of Uniform Traffic Control Devices (MUTCD) gives criteria for an all-way STOP sign installation. All-way stop control can be useful as a safety measure at intersections if certain traffic conditions exist. Studies have found that unnecessary stops, when the intersection is clear of conflicting movements, can lead to general disrespect for STOP signs. The traffic engineering investigation was completed to compare this intersection to the all-way stop warrants outlined in the MUTCD, including a review of the crash history at the intersection, available sight distance, and a turning movement traffic count that was conducted on June 11, 2026. The warrants for an all-way stop have not been met based on crash experience or traffic volume warrants. A review of the existing sight lines at the intersection was conducted. The available sight distance for eastbound vehicles at the existing Girard Avenue STOP sign was compared to AASHTO’s A Policy on Geometric Design of Highways and Streets (7th edition) guidelines for RATH BUILDING • 95 FRANKLIN STREET • ROOM 1400 • BUFFALO, NEY YORK • 14202 • (716) 858-8300 • www.erie.gov/dpw

recommended clear sight triangles. It was determined that the available intersection sight distance did not meet the AASHTO recommendations due to the embankment located that the southwest corner of the intersection, as well as the crest vertical curve of the sidewalk. This sidewalk can’t be lowered due to underground utilities and the grade of the embankment. The warrant for intersection sight distance has been met, and the implementation of an all-way stop is recommended. As this intersection is within the Village of East Aurora, the Village is responsible for the installation and maintenance of the STOP control signage, via Sign Permit from our Department. I have attached a draft of the Sign Permit for this location. The installation of a pedestrian crossing on the south side of the intersection has been included in this permit. Please have a person of authority sign this permit and return to me for Erie County’s countersignature. Once the Village receives a copy of the fully executed permit, you may install the necessary signage. If you have any questions or comments regarding this matter, please feel free to contact me at (716) 858-8067. Sincerely, Gina Wilkolaski, P.E. Traffic Safety Engineer pc: William Geary – Commissioner Karen Hoak – Deputy Commissioner Darlene Svilokos, P.E. – Director of Engineering Michael Pasnik – District Engineer Luke Wochensky – Mayor Patrick Welch – Chief of Police
