PARK STREET PARKING PROJECT WHEREAS, the Town of Collins has resolved to undertake a capital improvement project to improve the parking at the Collins Town Park along School Street, and WHEREAS, the Town of Collins has engaged the services of MDA Consulting Engineers, PLLC to prepare a bidding package including Drawings and Contract Documents for the proposed work; and WHEREAS, MDA Consulting Engineers, PLLC has provided advertisement language to the Town of Collins for use in advertising the contract in the local newspaper. NOW THEREFORE BE IT RESOLVED, that 1. The Collins Town Board hereby authorizes the adver sement of this contract in the February 12, 2026 addi on of the o cial Newspaper for the Town of Collins, the Dunkirk Observer. 2. The Town Board further authorizes MDA Consul ng Engineers, PLLC to post the adver sement with several of the commonly used online plan houses for this type of work. 3. This resolu on shall take e ect immediately. RESOLUTION: APPROVE PROFESSIONAL SERVICES AGREEMENT WITH MDA CONSULTING ENGINEERS, PLLC FOR THE TOWN OF COLLINS SANITARY SEWER PRELIMIARY ENGINEERING STUDY WHEREAS, the Town of Collins has been awarded a NYS Environmental Facili es Corpora on (EFC) Wastewater Infrastructure Engineering Planning Grant (EPG), Grant No. 2278 in the amount of $50,000.00 tled “Collins Sewer District Evalua on”, for the development of an engineering report on the evalua on of se ng up a Sewer District for the Hamlets of Collins and Collins Center in the Town of Collins, and WHEREAS, on September 23, 2025, the Town of Collins issued and adver sed a Request for Quali ca ons seeking quali ed rms to provide general planning services and the prepara on of an engineering report and perform a system asset management and collec on and pump sta on evalua on for the Town, and WHEREAS, proposals received from quali ed rms in response to the RFQ were evaluated and ranked, with two rms responding, MDA Consul ng Engineers, PLLC and LaBella Associates, and both rms were ranked as responsive and quali ed, with MDA Consul ng Engineers, PLLC as the highest-ranked rm; and WHEREAS, the Collins Town Board at its January 12, 2025 Board Mee ng authorized the Town Supervisor to nego ate a professional services agreement with the highest-ranked rm, MDA Consul ng Engineers, PLLC, including a scope of services and fees for the Services. NOW THEREFORE BE IT RESOLVED, that the Collins Town Board hereby approves the engineering services agreement with MDA Consul ng Engineers, PLLC to conduct a Preliminary Study for the purposes of iden fying and selec ng an alterna ve for the collec on, treatment, and disposal of wastewater generated in the Town of Collins, primarily in the two hamlet areas of Collins and Collins Center, culmina ng with the produc on of a Final Engineering Report, at a cost of $60,000.00, and that the Town Supervisor be authorized to sign the agreement. The agreement will become e ec ve a er review and approval of the Environmental Facili es Corpora on.
