NEW | Department of sfate | Environmental oe Governor Conservation AMANDA LEFTON Commissioner April 24, 2026 The Honorable Mark Nephew Mayor, Village of Gowanda 27 East Main Street Gowanda, NY 14070 2026 SPDES Permit Compliance Inspection Gowanda (V) WWTP Gowanda (V), Erie County SPDES Permit No. NY0032093 Dear Mayor Nephew: On March 20, 2026, | conducted the comprehensive inspection of the Village of Gowanda Wastewater Treatment Plant for compliance with the conditions and limitations of its State Pollutant Discharge Elimination System (SPDES) permit. No deficiencies were noted during the inspection and as a result, the facility is given a Satisfactory rating. 1. There were eight (8) effluent violations since my last inspection in March 2025; five (5) for Percent Removal of BODs and three (3) for Fecal Coliform. Percent removal violations are typically indicative of I/l issues; however, it may be the result of the sample location in the influent channel. Itis recommended to take the samples as far upstream from the new bar screens as possible to obtain a representative sample of the influent. 2. Please provide a construction schedule for Phase 2 upgrades. 3. With the ongoing upgrades at the plant, the Operation and Maintenance Plan will need to be updated. Please keep this in mind as the upgrades progress. 4. With Andy’s pending retirement, the treatment plant will need to maintain the same staffing levels. Please keep me updated on the staffing of the plant. Division of Water, Region 9 700 Delaware Avenue, Buffalo, NY 14209 | dec.ny.gov | [email protected] | (716) 851-7070

™~ Gmail Village of Gowanda <[email protected]> Street Light Installation Stifter, Mark <[email protected]> Wed, Mar 25, 2026 at 9:13 AM To: "[email protected]" <[email protected]> Hi Danielle, Your request below was forwarded to me for anew streetlight request from a resident. | handle the local lighting request for both streetlights (municipal) and NYSEG Outdoor lights (private) and have worked with the village in the past to convert the streetlights to LEDs. Any lights over the street would be considered streetlights and need to be approved by the Village, we cannot charge a private customer for that type of application. The customer can request a Outdoorlight (same equipment but different rate and we would bill the customer directly) but that would. be installed facing their driveway or home. To install a streetlight the proper paperwork would be submitted from the Village to me to start this process. Any new lights would be added to your existing street light account with NYSEG after installation. The streetlights in the village are NYSEG Service Class 3 streetlights. These are installed for a municipality but owned and maintained by NYSEG. Meaning, any issues or outages get reported to NYSEG and we will make the repairs, like we currently do. To add a new light, | would need a completed SC3 streetlight form and a copy of the Board Approval to get a job created on my end. | have attached it for your convenience. *For use on the request form (customer requested location is NYSEG line 1510, pole 5-1) For reference, all the streetlights in the village are 3000K coior temp, this was selected by the village when we converted and needs to stay the same. All other options are up to the village to choose. Current lights on Miller St are either 3000 or 4500 lumen ($6.89/ month) and range from bracket size of 6, 8 & 10 feet . Brackets are available in 2 foot increments and range from 6- 22 feet. 6-14 are no additional cost, 16-22 would be additional $3.62 a month.
