Communications from Citizens:

Martrice Huff, Resident requests the City Council approve the closure of the following streets for
a Community Health and Wellness Walk on August 8, 2026 from 10:30 a.m. to 11:30 a.m.: starting at
135 Odell St., down Phillips Place, proceeding along Holbrook and continuing down Ingham and
returning to Odell. In addition, partial closing of Odell St. from the corner of Wilmuth until 2:00 p.m.

10. Dear Lackawanna City Council,

My name is Martrice Huff, and I am a lifelong resident of the Lackawanna community. I am respectfully
requesting approval for a temporary street closure for a Community Health and Awareness Walk being
held in memory of my late brother, Marcus “Welby” Jones. The Walk for Welby event will take place
August 8, 2026 from 10:00 a.m. – 2:00 p.m.

Marcus passed away unexpectantly on February 26, 2023, at the age of 46. This event is being organized
in his honor and to promote causes that were deeply important to him, particularly heart health and
diabetes awareness.

The purpose of this event is to bring members of our community together to encourage education,
prevention, and an early intervention related to cardiovascular health and diabetes. This event will
feature informational tables, basic health screenings, and access to wellness resources designated to
promote healthier lifestyles and increase awareness of key health risk factors.

I have received permission to utilize the parking area at 135 Odell Street from approximately 9:00 a.m.
to 2:00 p.m. This location will serve as the event’s central gathering area and will house the screening
stations and educational tables.

For the safety of participants, I am requesting temporary street closures during the walk, which is
scheduled to take place approximately 10:30 a.m. to 11:30 a.m. The proposed route is as follows:

  • Beginning at 135 Odell Street
  • Proceeding toward Phillips Place
