Re: Proposal with CPL Architecture Engineering and Planning Firm

Dear Council President Marrano and the Honorable City Council:

On behalf of Mayor Iafallo, the undersigned requests that the attached proposal between the
City of Lackawanna and CPL Architecture Engineering and Planning Firm (“CPL”) be placed on the agenda
for City Council on March 2, 2026 authorizing the Mayor to sign same.

As your Honorable Body is aware, the New York State Office of Court Administration (“OCA”) has
approached the City and requested substantial changes be made to the Lackawanna City Court facilities
within City Hall. While the City is working diligently with OCA to develop a plan that is suitable for both
parties and realistic for the City, it is necessary for the City to retain an engineering firm to develop that
plan.

Based on prior conversations with OCA representatives, the City intends to submit a request to
OCA to reimburse the City for the total $44,500.00 proposal cost.

Thank you for your consideration of this request.

ARIANNA KWIATKOWSKI, CITY ATTORNEY

A copy of this agreement may be obtained from the City Clerk’s Office.

Moved by Marrano second by Anderson to approve proposal and for Mayor to sign same.
