CITY OF LACKAWANNA ZONING BOARD OF APPEALS MEETING COUNCIL CHAMBERS TIME: 5:00 PM Wednesday January 28, 2026 Meeting Called to Order/Pledge of Allegiance NB: Meeting being recorded. Roll Call: Board Members: Geercken, Kogut, Sobaszek, Stampone, Turner Administrative: Balon, Cooper, Hayes Approval of Minutes: of the Zoning Board of Appeals Meeting on November 19, 2025. Motion by Sobaszek; seconded by Kogut to adopt minutes of the Zoning Board of Appeals Meeting on November 19, 2025 as written. Yeas: Geercken, Kogut, Sobaszek, Stampone, Turner Carried 5-0 Communication from Zoning Board of Appeals Applicants: 1. Vyacheslav Ioffe – Land Use Variance/Area Variance – 2470 Hamburg Turnpike – Requests the Board approve application for an area variance to add a second sign on the building in Mixed Commercial/Industrial Zone. Second sign to be digital and mounted on the center of the building, and will not rotate, flash, or spin. Applicant plans to change the sign background approximately four (4) times a year to advertise seasonal discounts. Applicant states this method of signage will be cheaper than traditional methods. Board questions included the following: city code and the relation to New York State’s cannabis code for advertising. The Board asked if anyone from the public was in attendance to speak on the agenda item and no one replied stating they were. Therefore, the public comment and question period was not enacted.
