TO: Honorable Town Board
FROM: Jason Foote, Town Engineer
DATE: April 13, 2026
SUBJECT: Town Engineer re Proposal - Phase 1 Environmental Study

Requested Action: The Town Engineering Department solicited proposals from qualified
environmental consulting firms to complete a Phase I Environmental
Site Assessment (ESA) for the properties located at 4393 and 4397
Seneca Street. A total of three (3) proposals were received as follows:

Roux Environmental Engineering and Geology, D.P.C. – $3,000
  LaBella Associates, D.P.C. – $2,300
  Watts Architecture & Engineering – $9,350

A copy of the proposal summary and a copy of each proposal received
  is enclosed.

After review of the proposals, it has been determined that Roux
Environmental Engineering and Geology, D.P.C. has provided the best
value for the Town. While not the lowest cost, Roux’s proposal
provides a comprehensive and well-documented scope of services that
fully meets the requirements of ASTM E1527-21 and the All
Appropriate Inquiries (AAI) standard under CERCLA. Their approach
includes a thorough evaluation of recognized environmental conditions
(RECs), as well as historical and controlled environmental conditions,
and provides a clear and defensible framework for environmental due
  diligence.

LaBella Associates submitted the lowest cost proposal; however, their
scope represents a more basic Phase I ESA with limited additional
analysis. Watts Architecture & Engineering proposed a more
expansive scope, including additional screening elements, but at a
significantly higher cost that is not warranted for the Town’s needs at
this time. The cost for this study is expected to be funded through the
  Town’s contingency budget.

Based on the above, it is recommended that the Town Board award
the Phase I Environmental SiteAssessment services to Roux
Environmental Engineering and Geology, D.P.C. in the total amount of
  $3,000.
