TO: Honorable Town Board
FROM: Jason Foote, Town Engineer
DATE: May 11, 2026
SUBJECT: Town Engineer re Transit Road Low Pressure - Cooperation
  Agreement

Requested Action: As you are aware, residents along the west side of Transit Road
between Seneca Street and the bridge over Cazenovia Creek
experience low water pressure. Several potential solutions were
evaluated, and it was determined that connecting the existing West
Seneca water system to the higher-pressure Elma system is the
  preferred approach.

The project includes installing a new water main across Transit Road,
constructing a master meter vault, and connecting to the existing Elma
water main. The Erie County Water Authority (ECWA) has completed
the design and coordinated the work with the ongoing NYSDOT bridge
replacement project. Construction is tentatively scheduled for June or
  July 2026.

The estimated project cost is $191,000, which will be funded through
the available fund balance in Water District No. 1.

A Cooperative Agreement has been prepared to formalize this effort.
Under the Agreement, ECWA will complete the work, West Seneca will
fund the project, and Elma will allow use of its system for the
interconnection. The Agreement also clearly defines ownership, costs,
and responsibilities among all parties. The Town Attorney has
reviewed the Agreement, and the Town of Elma has executed it.

Upon your review and approval, please authorize the Supervisor to
  sign the attached Cooperative Agreement.
