  SEQRA Lead Agency Coordination
Proposed Capital Improvements Project, 2026 TOWN 0 F AU RORA

Ladies and Gentlemen: SUP ERVISORS 0 FFICE
Erie 2-Chautauqua-Cattaraugus Board of Cooperative Educational Services (“E2CCB”) proposes to undertake a Capital
Improvements Project, 2026 which includes various retiovations and upgrades at E2CCB buildings and campuses. The attached Part 1
of the Full Environmental Assessment Form (“EAP”) provides more information on the proposed project.

in accordance with New York State Education Department (“SED”) policy and practice which mandate that a local school is the
SEQRA “lead agency” for school capital projects, E2CCB and its Board of Education (“Board”) propose to be the SEQRA “lead
agency” for this project and are hereby coordinating the SEQRA review.

As with all school capital improvements projects, the SED is an “involved agency” which has discretionary approvals regarding the
proposéd project, In accordance with SED practice, we understand the SED agrees that E2CCB/Board should be the “lead agency” for
its actions, As a formality, E2CCB/Board respectfally requests that the SED confirm its assent by returning the attached Lead Agency
Designation form as soon as possible. If any agency may have a discretionary funding or other approval regarding the proposed action
and is an “involved agency,” we ask that it also return the attached form as soon as possible.

E2CCB has 27 cotnponent school districts, The boards of education for each of these component districts must approve an inter-
municipal agreement with E2CCB and later participate in the funding of the project. As part of the SEQRA “lead agency”
coordination process, we request that each of the 27 component districts, as “involved agencies,” consent to E2CCB and its Board
being the “lead agency,”

Other agencies may have ministerial, non-discretionary approvals and be “interested agencies.” Other agencies may not have any
approval but may be interested in the project. Part 1 of the Full EAF is being provided as a courtesy for informational purposes to all
of these “interested agencies” which may, but are not required to, sign and return the attached affirmation.

Tfna response is received within thirty (30) days, we will assume that there is no objection to E2CCB acting as lead agency for' the
review of its proposed action, However, if you do intend to respond, we would greatly appreciate a reply as soon as possible to assist
us with our review. Thank you for your consideration, and please contact me as soon as possible if you have any comments of
questions.

Sincerely,

David,O’Rourke, Ph.D.
isttict Superintendent and Chief Executive Officer
