The construction activity is subject to State Environmental Quality Review (SEQR). The project is
considered a Unlisted action. As such, SEQR coordination has been completed. Negative Declaration
issued on 1/27/2025, amended on 2/9/2026. A copy of the SEQR documentation, in accordance
with Part I.A.5. of GP-0-25-001, is provided in Appendix A, as Figure A-5 upon receipt.

The project site is located within the R-50 zoning district. Multiple-family dwellings is a permitted use
subject to a special use permit within this district. Special Use Permit was obtained on 2/9/2026.

The overall site is slightly sloping, with slopes ranging from 1 to 10 percent. Site elevations range from
approximately 580 feet above mean sea level (MSL) to 600 feet MSL. The site generally slopes to the
north and the west towards Cayuga Creek.

 2.3 Soils and Groundwater

The US Department of Agriculture (USDA) Web Soil Survey (http://websoilsurvey.nrcs.usda.gov/app/)
was used to obtain surficial soil conditions for the study area, as follows:

  Table 1: USDA Soil Data
  Depth to Depth to
  Hydrologic Erosion
Map Symbol & Description Water Table Bedrock
  Soil Group Factor K
  (feet) (feet)
Fu - Fluvaquents and Udifluvents, frequently

  A/D 0.37 1.75 >6.0
  percent slopes
  Te – Teel silt loam B/D 0.37 1.75 >6.0

Upon review of the soil data presented in Table 1, the project site does not contain soils with a soil
slope phase of D with a map unit name that inclusive of slopes greater than 25%, and does not contain
soils with a soil slope phase of E or F.

The project site is composed of HSG A soils, HSG B soils, and HSG D soils, as shown in the table below.
For the purposes of this report, HSG X/D soils were modeled as HSG D soils to reflect the undrained
 condition.
