A. CONTRIBUTION POLICY & PROCEDURE Policy: Clients who use the “Going Places Transportation Program” are given an opportunity to make a confidential, self-determined contribution towards the cost of their trip, according to the suggested contribution level established by the Erie County Department for the Aging. The resulting contributions are counted and reported by collecting agency, to put back into their own program. Third party transportation contributions are collected, counted and credited to the Area Agency on Aging grants that help to cover the costs of the trips. Procedure: 1. When a driver picks up their schedule, tablet and keys for the day, they should also be picking up an assigned lockbox and contribution envelopes. 2. Cash Boxes should be placed in the front passenger area of the vehicle. It should not be placed on the floor of the area to avoid the box shifting while driving and into the driver’s pedal area. 3. When picking up a client, or returning a client home, an empty contribution envelope will be given to a passenger as they enter the vehicle. Federal and state regulations state that all passengers should be given the opportunity to donate on the dates they travel. 4. Once a passenger has placed money into the envelope, it should not be handled by the driver in any capacity. Passengers should place the envelope into the lockbox on their own. The only time a driver should be placing an envelope into the lockbox is if the client is unable to do so on their own. Having clients place their own donations into the lockbox helps to keep a level of confidentiality of what they donate. 5. If a driver is offered a gratuity or tip, they should refuse it, advising the rider that it could jeopardize their job to accept tips. Drivers must be adamant about accepting tips, instead suggesting that the additional funds could be donated back into the program which helps pay for the cost of salaries, maintenance, fuel and repairs. Drivers must avoid any conduct that even remotely suggests that they are willing or would be willing to take a gratuity. 6. Upon returning to the office at the end of the workday, drivers will turn in their locked cash box to the designated staff person at their agency. 38 | P a g e – E r i e C o u n t y G o i n g P l a c e s P o l i c y a n d P r o c e d u r e
