same lot with such principal use.” The “Customary accessory uses and structures” for this Project
are:

  • Lodge for the Campground to be constructed consisting of an approximately 1,200 square
feet 1 open air structure without walls – note that the Lodge has been substantially
  changed from the initial Site Plan, as discussed in more detail below;

  • Wellness Center for the Campground in existing building and currently being operated for
this or a similar use. 2

  • Parking Areas; and

  • Related Site Infrastructure and Amenities.

Carner is experienced in this type of operation as it has three other campgrounds that it owns
and operates on Seneca Lake in the Town of Torrey, Heritage Lake in the Town of Phelps and Conesus
Lake in the Town of Lavonia. Additionally, Carner owns and operates the Bank of East Aurora in the
Village of East Aurora, the Trust Co. Building and the Bank Shot in the Village of East Aurora and the

  Project History

  • October 29, 2025: Carner submitted to the Planning Board its Pre-Application Review of the
three following potential Projects, all of which are allowed uses with Site Plan Approval and
  Special Use Permit:

o Project / Option 1: Campground with Wellness Theme with Accessory Uses
o Project / Option 2: Campground with Accessory Uses
  o Project / Option 3: Five Two-Family Dwellings

1
Because the footprint of the pavilion is not a rectangle, the actual square feet is less than 1,200 feet, but to simplify the
calculation, 1,200 square feet was used.

2
Current Operation is under a Home Occupation Permit which is defined in the Town Zoning Code § 116-8.1(A)(5)(c) as
“clearly incidental and secondary to the [9rincipal] use” but under this proposal it would be an accessory use to the
principal use as a Campground and “customarily incidental and subordinate to the principal use.”
