DRAFT Attachment 4 VILLAGE OF SPRINGVILLE SPECIAL BOARD MEETING December 22, 2025, Minutes – 7:00 PM The Special Meeting of the Trustees of the Village of Springville was held at the Village Municipal Building, 65 Franklin Street, Springville, New York at the above date and time. Present: Mayor Timothy Michaels Trustees Russ Belscher Lindsay Buncy Mary Padasak Jessica Schuster – via Teams Village Attorney Paul Weiss – via Teams Superintendent Duane Boberg Clerk/Treasurer Jennifer Haberl – via Teams Also Attending: Brendan Kelleher from Lippes Mathias - via Teams Mayor Michaels called the meeting to order at 7:00 PM. EXECUTIVE SESSION – Motion was made to adjourn to the executive session by Trustee Belscher, seconded by Trustee Padasak, and carried with unanimous approval to adjourn to the executive session at 7:01pm to discuss personnel matters. Upon return from Executive Session to Regular session a vote for two (2) resolutions took place: o Resolution for the board to authorize Mr. Kelleher to file a notice of appeal in regard to the unemployment appeal of Sean Mahoney versus the Village of Springville. The motion was made by Trustee Belscher, seconded by Trustee Padasak and carried by Mayor Michaels, Trustees Belscher, Padasak, Buncy and Schuster all in favor, none opposed; motion carried. o Resolution: Upon receipt of the transcript, Mr. Keller will make a recommendation as to whether or not the village should perfect the appeal and that the Board is authorized to take a roll-call vote via e-mail due to the time constraints. The motion was made by Trustee Belscher, seconded by Trustee Padasak and carried by Mayor Michaels, Trustees Belscher, Padasak, Buncy and Schuster all in favor, none opposed; motion carried. ADJOURN Motion was made by Trustee Padasak, seconded by Trustee Belscher, and carried with unanimous approval to adjourn the Regular Session at 7:29pm.
