A. This Local Law is intended to supplement, not conflict with, the provisions of the New York State Vehicle and Traffic Law. Where a conflict appears, state law shall control. B. Nothing in this Local Law shall be constrncd to authorize the operation of any device that does not meet the state law definition of a bicycle with elect1·ic assist or an electric scooter, nor the operation of any device where prohibited under state law. §13. Severability If any clause, sentence, paragraph, subdivision, or pmt of this Local Law, or the application thereof to any person or circumstance, shall be adjudged by a court of competent jurisdiction to be invalid or unconstitutional, such order or judgment shall not affect, impair or invalidate the remainder thereof. §14. Repealer All local laws, ordinances, resolutions, mies, or pm1s thereof in conflict with this Local Law are hereby repealed to the extent of such conflict. §15. Effective Date This Local Law shall take effect immediately upon filing with the New York State Department of State, in accordance with the provisions of the Municipal Home Rule Law. 10
