VILLAGE OF SPRINGVILLE RESOLUTION ESTABLISHING VETERANS BANNER PROGRAM AND AUTHORIZING AGREEMENT WITH AMERICAN LEGION CONCORD POST 431 WHEREAS, the Village of Springville owns and maintains electric and lighting poles within Village rights-of-way; and WHEREAS, certain poles contain banner mounting supports suitable for commemorative displays; and WHEREAS, American Legion Concord Post 431 proposes a Veterans Banner Program to recognize military veterans through commemorative banners displayed on Village poles; and WHEREAS, the Legion will provide approximately sixty (60) banners measuring approximately 52 inches by 22 inches honoring veterans and approximately twenty (20) banner mounting supports; and WHEREAS, the Village Department of Public Works can install banner hardware and banners safely; and WHEREAS, the Village Board finds that honoring veterans through such displays serves a valid public purpose; NOW, THEREFORE, BE IT RESOLVED: 1.
