June 15, 2026 VILLAGE OF SPRINGVILLE BOARD MEETING June 15, 2026, Minutes – 7:00 PM The Regular Meeting of the Trustees of the Village of Springville was held at the Village Municipal Building, 65 Franklin Street, Springville, New York at the above date and time. Present: Mayor Russel Belscher Deputy Mayor Kelly Baker Trustees Barbara Lipka Jessica Schuster Village Attorney Paul Weiss Police Officer Nick Budney In Charge Superintendent Duane Boberg Code Enforce- John Baker Ment Officer Clerk/Treasurer Jennifer Haberl Also Attending: Shane Miller – ECSO Todd Catalano – Natural Disaster Coordinator Bob Muhlbauer – 126 N. Buffalo St. Devin Kowalske – Tree Committee Mary Carol Dearing-6471 Genesee Rd Jenny Wiede – 4770 E. Becher, Collins Absent: Trustee Vincent Roberts Mayor Belscher called the meeting to order at 7:00 PM. MINUTES o Minutes of the Regular Meeting of June 1, 2026, were moved as amended by Trustee Baker, seconded by Trustee Schuster and carried with unanimous approval. o Minutes of the Executive Session of June 1, 2026, were moved as written by Trustee Schuster, seconded by Trustee Baker and carried with unanimous approval. TREE COMMITTEE REPORT o Devin Kowalske updated the board on the Tree Committee meeting that was held 6/15/2026 at 6:30 pm. There is a grant opportunity that covers tree inventory and a tree management plan which is included in the Comprehensive Plan. The Tree committee is looking for support from the Board to apply for this grant. The grant is 100% reimbursable. The application is due by 8/12/2026. Duane Boberg, as a member of the Tree Committee, asked for a resolution to support Grow with Springville’s pursuit of a grant writer up to $5,000. Grow with Springville is a sub- committee of the Tree Committee. Motion made by Trustee Schuster and seconded by Trustee Lipka and carried with unanimous approval. Page 1|9
