Ms. Theresa Funk’s term is set to expire today, December 31, 2025. Ms. Funk is the Ethics Board’s longest-serving current member, having been on the board since before the adoption of the Ethics Code and the formal creation of the Ethics Board in 2019. Ms. Funk’s historical and institutional knowledge has been deeply helpful to the Ethics Board along the way, and we are all grateful for her time and input. Similarly, on a personal note, my term also ends today, December 31, 2025. I have served on the board since September 2020 and been chair since 2021. I am grateful for the opportunity to serve the Town, and I’m flattered to have had the confidence of my fellow board members to serve as chair. While there are several things for the Ethics Board to be proud of over the last several years—adoption of bylaws in 2022; Ethics Code revisions begun in 2021 and passed in 2025; discreetly handling inquiries regarding advisory opinions and ethics complaints—what the Ethics Board remains proudest of is its focus on professionalism and ethics and not partisan maneuvering. Nearly every vote over the last five years has been unanimous despite the variety of personal, professional, and political backgrounds of board members, all of which were left at the door at each meeting to focus on the work at hand. I hope new Ethics Board members are seated as soon as possible in order to reach a quorum so that the board’s work may continue uninterrupted. The Ethics Board would like to thank Mr. Anthony Marecki for his service this year as Ethics Board Attorney. His expertise was helpful in a variety of matters, and we are grateful for his service. We understand that he is moving on to new endeavors at the start of 2026, and we wish him all the best going forward. Ms. Molly Martin’s continued service as secretary to the Ethics Board this year has been deeply valuable. Ms. Martin has been critical to the Ethics Board’s operations since her appointment in 2021. Writing for myself, I would have had a difficult time serving as chair these last five years if not for Ms. Martin’s involvement. She has consistently been a tremendous asset. I and the rest of the board are grateful for her service. Ms. Martin’s time as secretary is also coming to a close, and we wish her well in the new year. Thank you for your time. Sincerely, Michael Teager Chairperson, Ethics Board Page 185 of 201
