TO: Honorable Town Board FROM: Jason Foote, Town Engineer DATE: January 12, 2026 SUBJECT: Town Engineer re Animal Shelter Improvements Requested Action: The Town of West Seneca is applying again for a grant through the NYS Department of Agriculture and Markets Companion Animal Capital Projects Fund. The Town was denied this grant in 2025. The grant will help to cover the costs for improvements at the Town’s existing Animal Shelter Facility located at 582 Mineral Springs Road. If the Town is successful in receiving a grant, it will cover 90% of the project material costs with the remaining 10% being a local share from the Town. The proposed improvements include new perimeter fencing, interior isolation kennels, security cameras, a washing station and other related improvements. The materials for the improvements are estimated to cost a total of $73,000 (see attached estimate), which will be funded by an assumed $65,700 grant and a local out-of-pocket local share of $7,300. In addition to the 10% out-of-pocket local share the Town Highway and Building Department will also complete the majority of the work. We have estimated the Town’s labor contribution to be $22,680 which is approximately 31% of the project costs. This added contribution should help enhance the Town’s chances of receiving a grant. Rotella Grant Management is preparing the grant application which requires evidence and assurances that the Town is willing to provide the 10% local share of $7,300. Therefore, we are requesting the Town pass the following suggested resolution at the January 12, 2026 Town Board Meeting. RESOLUTION: WHEREAS, the New York State Department of Agriculture and Markets has announced funding opportunities through the Companion Animal Capital Projects Fund to assist eligible municipalities and nonprofit organizations with the construction, renovation, or improvement of animal shelters; and WHEREAS, the Town of West Seneca owns and operates a dog control facility located at 582 Mineral Springs Road, providing essential dog sheltering and control services for the Town, handling hundreds of Page 64 of 201
