VILLAGE OF BLASDELL ANNUAL ORGANIZATIONAL MEETING MINUTES APRIL 6, 2026 The Annual Organizational Meeting of the Board of Trustees was called to order at 4:33 pm by Mayor Hefner. PRESENT: Mayor Hefner, Trustee Fox, Trustee Murphy, Trustee Drzal and Trustee Castiglia. DESIGNATION OF MEETINGS OF THE BOARD OF TRUSTEES Resolved by Trustee Murphy, seconded by Trustee Drzal to designate that the Village of Blasdell Board of Trustees will meet in regular session the 3rd Wednesday of the month at 4:30 pm unless otherwise directed by a resolution of the Board of Trustees. Carried 5-0 ASSOCIATION MEETINGS Resolved by Trustee Drzal, seconded by Trustee Fox to adopt the following resolution: WHEREAS during the official year attendance by certain municipal officials and employees at one or more of the following meetings, conferences or schools benefits the Village of Blasdell: NOW THEREFORE BE IT RESOLVED that the following officers and employees are authorized to attend the following schools for the 2026 - 2027 official year: Mayor, Board of Trustees, Interim Village Clerk, Village Treasurer and Village Attorney • Regular meetings of the Erie County Officials Association, the Association of Town Governments of Erie County, the Western New York Association of Villages, and the Village Administrative Officer’s Association of Erie County Mayor, Village Clerk and Village Treasurer: • NYCOM Annual Meeting and Training • NYCOM Legislative Meetings Village Clerk and Village Treasurer: • NYCOM Fall Training for Fiscal Officers and Municipal Clerks • NYSGFOA Meetings and Annual Conference Carried 5-0 NAMING OF THE OFFICIAL NEWSPAPERS Resolved by Trustee Fox, seconded by Trustee Drzal to name The Sun as the official newspapers for the official term of 1 year ending the first Monday in April 2027. Business First and The Buffalo News may be used for other publications. Carried 5-0 NAMING OF OFFICIAL DEPOSITORY Resolved by Trustee Murphy, seconded by Trustee Fox to name M & T Trust Company and NYCLASS as the official depositories for the Village funds for the term of 1 year ending the first Monday in April 2027. Carried 5-0 STATUTORY BONDS Village Administrator & Clerk Treasurer $150,000.00 Deputy Clerk $ 50,000.00 Court Clerk $ 50,000.00 Village Justice $ 50,000.00 DESIGNATION OF MAYOR AND TRUSTEES Resolved by Mayor Hefner, seconded by Trustee Fox to appoint the following Departmental Board Contacts. This contact will not independently make policy decisions for that department. The Board contact person will not direct the Department Head in day-to-day operations or direct any personnel with the exception of the Mayor. Mayor Hefner – Personnel & Police Trustee Fox – Courts, Special Events Trustee Murphy - DPW, Special Events Trustee Drzal – Recreation, Special Events Trustee Castiglia – Hamburg Industrial Development Agency, ZBA, Beautification Carried 5-0 ADDENDUM: Zoning Board will meet only on an as needed basis. Any Village resident needing assistance to attend the Village Board Meetings, please contact the Village Clerk’s Office 10 days prior to meeting. MAYORAL APPOINTMENTS Resolved by Mayor Hefner, seconded by Trustee Murphy to appoint the following individuals to the following positions: Peter Murphy to the position of Deputy Mayor for the official term of one year, ending the first Monday in April 2027 Molly Hogan to the part-time position of Deputy Clerk for the official term of one year, ending the first Monday in April 2027. Molly Hogan to the position of Interim Village Clerk. Janet L. Plarr to the part-time position of Treasurer for the official term of one year, ending the first Monday in April 2027. James M. Shaw to the position of Village Attorney for the official term of one year, ending the first Monday in April 2027. Molly Hogan to the position of Court Clerk for the official term of one year, ending the first Monday in April 2027. James Nash to the position of Village Prosecutor for the official term of one year, ending the first Monday in April 2027. Joseph Fox to the position of Civil Defense Coordinator for the official term of one year, ending the first Monday in April 2027.
