MAY 18, 2026 The Regular Meeting of the Board of Trustees of the Village of Hamburg was called to order by Mayor Thomas P. Tallman at 7:04 p.m. on Monday, May 18, 2026 at the Village Hall, 100 Main Street, Hamburg, New York. PRESENT: Thomas P. Tallman Mayor Paul Gaughan Deputy Mayor Laura Hackathorn Trustee Holly Park Trustee Jeff Davis Trustee Edward J. Murphy, III Village Attorney Jason Cozza Administrator/Clerk-Treasurer Mary McKee Deputy Clerk Marc Shuttleworth Supt. of Public Works Matt Cullen Police Captain Excused: Richard Schara Police Chief Joshua Haeick Recreation Supervisor 1. MOTION by Trustee Hackathorn, seconded by Trustee Davis, to approve the minutes of the Regular Meeting of the Board of Trustees held on Monday, May 4, 2026. AYES: Five NAYS: None CARRIED PUBLIC EXPRESSION: None this evening CORRESPONDENCE: None this evening TRUSTEE MOTIONS: 2. MOTION by Trustee Hackathorn, seconded by Trustee Davis, to authorize Mayor Thomas P. Tallman to sign the Retainer Agreement by and between the Village of Hamburg and Edward J. Murphy III, Esq., to act as attorney for the Village of Hamburg from June 1, 2026 to May 31, 2027. AYES: Five NAYS: None CARRIED 3. MOTION by Trustee Hackathorn, seconded by Trustee Davis, to authorize Mayor Thomas P. Tallman to sign the Memorandum of Understanding by and between the Village of Hamburg and Kimberly A. Bourke, Community Liaison, for a term beginning on June 1, 2026 and ending on May 31, 2027. AYES: Five NAYS: None CARRIED 4. MOTION by Trustee Park, seconded by Deputy Mayor Gaughan, to authorize Mayor Thomas P. Tallman to sign an agreement between the Village of Hamburg and Nussbaumer & Clarke, Inc., for engineering services associated with identified Village projects and other general services as authorized by the Village, for the period of June 1, 2026 through May 31, 2027. 118
