TO: Honorable Town Board
FROM: Jason Foote, Town Engineer
DATE: October 26, 2026
SUBJECT: Town Engineer re Sanitary Sewer Overflow Update

Requested Action: Please find attached a chart summarizing the individual and total
sanitary sewer overflow volumes from 2022 through year-to-date 2026.
As shown, the Town has made substantial progress in reducing
overflow volumes, with the most significant improvement occurring at
the West Seneca West Bus Garage location, where reported overflow
volumes have decreased by more than 80%.

The Town is planning to install flow meters on the discharge piping for
the Bus Garage and Plant 5 overflow pumps to provide more accurate
measurements of overflow volumes. Additionally, level controls will be
installed at the Bus Garage to automatically start and stop the pumps
based on system conditions, helping to prevent unnecessary bypass
  pumping.

The Town also plans to upgrade the flow meters where sanitary
sewers within Sewer District No. 12 discharge into the Erie County
trunk sewer. These improvements are intended to eliminate inaccurate
flow readings caused by surcharging conditions within the County's
sewer system. The flow meter installations and upgrades are
anticipated to take place this winter and next spring.

Finally, the Town is planning to upgrade its SCADA system and
integrate the various flow meters into a centralized platform, allowing
data to be collected, monitored, and accessed remotely.

Collectively, these improvements will enhance the accuracy and
reliability of flow and overflow data, improve system monitoring and
operational efficiency, and provide the Town with better information to
evaluate system performance and prioritize future sanitary sewer
  improvements.

Should you have any questions or need further clarification, please
  don't hesitate to reach out.
