2. Town Attorney re Local Law 2026-10 Modification of Chapter 109 Taxation

Motion by Supervisor Dickson, seconded by Councilmember Breidenstein, to schedule a public
hearing to hear public comments on the new local law, the addition of Article IX to Chapter 109
Taxation, a veteran exemption dealing with permanent and total disabilities.

Town Clerk Newton stated the first available date would be August 24th or the next would be
September 14th. Supervisor Dickson stated that he would prefer August 24th.

Town Assessor Finbar provided the following information:
- The proposed local law is an addition to the existing exemption
- The application process will not be new
- Currently there are 2,600 veterans in the town; of which 247 are listed as 100%
- Not all 247 veterans will qualify for this additional exemption due to their status
- Exemption status is verified annually and carries over to a surviving spouse
- The office will send letters to the 247 veterans who will provide their Veterans Affairs letters
- This version of the law broadens the eligibility, noting the first draft of the law had multiple factors
that had to be met
- This exemption would take effect on the 2027 School taxes
- The town only has power over the town portion of the bill, noting the school districts and Erie
County would also need to pass this and currently on the Cheektowaga Sloan School District has
indicated they will not pass this

Councilmember Breidenstein stated that he would contact the school districts.
3. Town Attorney re Agreements with West Seneca Chamber of Commerce

Motion by Supervisor Dickson, seconded by Councilmember Robertson, to authorize the Supervisor
