1. Director of Finance re 2025 Audit Presentation

Carl Widmer and Kyle Patronik of Drescher and Malecki presented a draft of their 2025 Independent
Audit:
- Decrease in the Fund balance of $1,403,775
- Due to an overall increase in salaries and wages, employee benefits, and use of ARPA funds
- Revenue increased approximately $400,000 due to an increase in sales tax, equipment sales, and
insurance recoveries
- Regarding the Fund balance, the nonspendable/restricted/other assignments amount increased
while the unassigned amount decreased
- Regarding the Highway Fund, experienced greater transportation costs
- Regarding Sewer Fund, fluctuates due to Buffalo Sewer Authority invoices, sewer projects, and
maintenance
- Observations: timeliness of bank reconciliation

Supervisor Dickson commented that staffing changes have improved the town's timeliness.

Supervisor Dickson asked for clarification on the Comptroller's position on fund balances in the
General Fund. Mr. Widmer stated the Comptroller's Office does not provide a specific level but that a
municipality abides by their own policy.
