Jaron Case, PE Stormwater Permitting/SWPPPs and Funding Advisor | Syracuse, New York Jaron has more than 10 years of experience in the evaluation, design, permitting, funding, bidding, construction, and post-construction phases of wastewater and water engineering projects for municipal and private clients. Jaron provides funding support for projects and is experienced in working with municipalities to obtain grant funding and financing from various programs such as the NYSEFC CWSRF, WIIA, EPG, BIL, GIGP, IMG, NYSDEC WQIP, Northern Border Regional Commission, NYS ESD, and USDA Rural Development. Todd Plank, GISP GIS Services | Harrisburg, Pennsylvania Todd has 30 years’ experience providing GIS services. He is involved in a variety of different disciplines, providing GIS, GPS and web-GIS support to clients in addition to data analysis and management. Experience includes ArcGIS Online administration, water, wastewater, and stormwater systems inventory, lead inventory, inflow and infiltration evaluation, flow model development, web-mapping, GPS and survey data collection, database applications, and implementation of GIS for a wide range of projects. Todd has experience using many GIS, database and CAD software packages including ESRI’s ArcGIS Desktop, Pro, and Online, Innovyze’s InfoAsset Planner and Info360 Asset. Paige Gilliam, EIT Linear Design | Rye, New York Paige joined GHD in 2020, and has experience in the planning, design, and construction of multi-disciplinary infrastructure projects, specializing in linear pipeline systems. Paige will lead the linear design components for water and sewer projects. Her recent experience includes large-diameter transmission and conveyance pipelines of various materials including HDPE, PVC, and steel, with a focus on alignment routing and complex crossings. Paige specializes in design of trenchless installations, particularly horizontal directional drilling (HDD). Paige was recently named NASTT 2025 “Trenchless Rising Star”. In addition, Paige recently sat for and passed her NYS professional engineering exam. Daniel Kolkmann Construction Contract Administrator | Buffalo, New York Dan leads our Buffalo construction services group and has more than 45 years of experience in the inspection, contract administration, and construction management of municipal water and wastewater facility and infrastructure projects. Responsibilities have included: review of bid proposals, overseeing receipt/responses to requests for information from prospective bidders, advising/making recommendations to the Client regarding contract award, overseeing the construction of Projects. Dan also manages contractor progress payment recommendations, shop drawing review/processing, and provides consultation relative to substitutions and design modifications. As a project progresses or projects are assigned, a task or element may be identified that best suits the qualifications or experience of a specific person in another GHD office. When this situation occurs, this technical specialist will be added to the team to enhance project success.
