SSES Re-Evaluation The challenge Client The Town of West Seneca (Town) has been embarking on a ten-phase Town of West Seneca sewer lining program that is required by a New York State Department of Environmental Conservation (NYSDEC) Order on Consent (Order). The Location Town have been seeing diminishing returns on investment from the lining work and want to modify their program to more effectively mitigate sewer West Seneca, New York, USA overflows. Date Our response Feb-2024-April 2025 GHD teamed with Optimatics, who created their Optimizer™ platform to identify potential solutions to multi-variable problems. This evaluation Value required preparing inputs like unit prices for various upgrades, feasible Approximate Construction Value: reductions to infiltration and inflow (I/I) from system interventions, and $8.2 Million identification of unwanted system behavior that needed to be mitigated. These inputs, along with GHD’s sewer model, was input into the software program, which ran more than 150,000 plan simulations that converged on a Pareto Front of local optimal solutions that were divided into buckets of similar solutions (Alternatives) and evaluated for feasibility, system benefit, and overall costs.
