TOWN OF WEST SENECA TOWN SUPERVISOR Gary A. Dickson TOWN COUNCIL Robert J. Breidenstein Jeffrey A. Piekarec Scott D. Robertson Legal Department Mary T. Sherman To: Town Board From: Chris G. Trapp, Town Attorney Re: Bond Counsel Date: January 19, 2026 In December, as a matter of prudent fiscal responsibility, the Town submitted a Request for Proposals for the provision of Bond Counsel services for the Town. Proposals were sought from multiple law firms and ultimately three were received by the Town which then evaluated them based upon cost, experience, and other factors. Two of the firms had significant experience in providing such services to municipalities and larger practice groups devoted to public finance than the third applicant. When costs were compared, while somewhat different in different areas, a comparison showed that based upon prior years of public finance by the Town, the costs of one firm were slightly more favorable than the other. Obviously, those costs could change from year to year considering the nature and amount of financing sought by the Town. The Town also examined past relationships and the value of a firm having familiarity with the Town’s operations and personnel. In the past, services were provided by the firm of Harris Beach, now Harris Beach Murtha as a result of a recent merger. That firm, unlike the other large firm, has a local office and has provided good services to the Town for a number of years. Based upon a review of the past relationships, experience with public finance, location, and after a cost analysis, it is recommended that the Town retain the services of Harris Beach Murtha to provide Bond Counsel services for the Town of West Seneca for the next three years.
