RE: Town of West Seneca, Engineering Services Related to Water and Wastewater Improvements, RFQ

Dear Ms. Newton and Members of the Selection Committee:

On behalf of the entire CPL team, I am pleased to submit our qualifications for the Town’s request for
Engineering Services for various water and wastewater system improvements. Our team has successfully
completed a variety of water and wastewater projects of all sizes throughout New York State. We have the right
blend of design and management expertise to successfully complete your deliverables within budget and on
time.

Our design team has extensive experience with the Town of West Seneca’s water and wastewater
infrastructure, having partnered with the Town for over 10 years and successfully delivered numerous
projects such as sanitary sewer studies, multiple phases of sanitary sewer rehabilitation, and many water
main replacement projects, including recently completing the Water District No. 8 and Bullis Road Water
Main Replacement project. Building on this experience, we understand that the needs of each water and
wastewater project can vary, and we can provide the appropriate mix of expertise and resources to deliver
comprehensive professional services to the Town of West Seneca. We also have strong relationships with key
infrastructure funding agencies, including NYSEFC, NYSDEC, USDA Rural Development, and the NYSOCR
CDBG program. These connections help us streamline the funding process and minimize red tape, giving our
clients an advantage.

We are unwavering in our commitment to delivering properly coordinated and high-quality solutions that
water and wastewater projects demand. Our portfolio of infrastructure projects boasts success stories in Erie,
Cattaraugus, Wyoming, Chautauqua, Yates, Livingston, Genesee, Cayuga, Orange, Dutchess, Columbia, Albany,
and Saratoga Counties. Notably, CPL received the prestigious APWA State Award in 2022 for Project of the
Year in the Environment category (of less than $5 million) for the Raw Water Intake Improvements in Saratoga
Springs, NY.

We recognize the significance of maintaining the integrity of your infrastructure, and our team is poised to
contribute expertise, innovation, and a steadfast commitment to excellence. We appreciate the consideration
given to our team and look forward to many successful water and wastewater projects with the Town. If you
have any questions or require any additional information, please do not hesitate to contact me.

Very truly yours,
CPL
