EXPERIENCE

Village of Elba
Water System Improvements
GRANT FUNDED

Location: Elba, NY
Client: Village of Elba
Completion Date: 2018

CPL was hired by the Village of Elba to provide engineering
services for improving their existing water system. This was
done in phases in order to expedite providing a new water
supply to the Village as soon as possible.

Phase 1 involved abandoning the Village’s existing Chapel
Well supply, which had poor water quality, and making
a new water supply connection to the Town of Batavia
Townline Water Project along NYS Route 98. Construction for
Phase 1 was completed in the fall of 2016 as part of a Change
Order to the Town of Batavia Townline’s Project, eliminating
the need to separately bid the project.

Phase 2 involved the replacement of approximately 20,000
LF of 6”, 8”, and 12” water main, valves, hydrants, over 250
water services, and the rehabilitation of the existing water
storage tank. Bidding of Phase 2 occurred in July of 2017.
Construction began in October of 2017 and was completed
in June 2018.

CPL worked closely with the Village of Elba and Town of Elba
throughout the project because the Town was planning
a separate townwide Water District that surrounded the
Village. This was critical because the two water systems
would be interconnected in several locations. Additionally,
the Town was constructing a new 350,000-gallon water
storage tank. Instead of rehabilitating the Village’s existing
tank, the Village made a one-time contribution to the
Town of Elba tank for fire protection and also deeded the
existing Village tank lands to the Town for construction of
the new Town tank. CPL also assisted the two communities
in developing an intermunicipal agreement (IMA) for
the flushing of water between the water systems which
eliminated the need for six costly master meter vaults
around the Village.

The overall project budget was $3,463,000. The Village of
Elba received a $2,077,000 grant from NYS EFC and a low
interest loan from USDA Rural Development.
