ERIE COUNTY SEWERDISTRICTNO.3 (ECSDNo. 3) BOARD OF MANAGERS MEETING MINUTES WEDNESDAY, FEBRUARY 1 1, 2026 SOUTHTOWNS AWTF CONFERENCE ROOM MEMBERS PRESENT: Jason Cozza, Camie Jarrell, Michael Kasprryk, Jason Keding, David Millar, David Rood, Emery Wittmeyer (8:05 a.m.) MEMBERS ABSENT: David Kaczor, Vincent Vacco OTHERS PRESENT: Joseph Fiegl, David Hojnacki, Carl Home, Kevin Kaminski ITEM NO. 1 _ CALL MEETING TO ORDER Vice Chairman Kasprzyk called the meeting to order at 8:00 a.m. a. Welcome New Board Members The Board welcomed new member, Camie Jarrell (Town of Hamburg), to the ECSD No. 3 Board of Managers. b. Nomination of Board Offrcers On a motion by Mr. Cozza, seconded by Mr. Rood, the Board voted to appoint Mr. Kaczor as Chairman, Mr. Kasprzyk as Vice Chairman, and Mr. Millar as Secretary of the ECSD No. 3 Board of Managers for the new term. The motion carried, 6 - 0. ITEM NO. 2 - APPROVAL OF DECEMBER 3. 2025 MEETINGS MINUTES On a motion by Mr. Rood, seconded by Mr. Millar, the Board voted to approve the minutes of the December 3,2025 meeting. Ms. Jarrell abstained from the vote due to not being on the board at that time. The motion carried, 5 - 0. ITEM NO. 3 _ ITEMS FROM THE PUBLIC None. ITEMNO.4_OL D/CURRENT BUSINESS a Southtowns AWTF Expansion Proiect Mr. Fiegl discussed the recent progress ofthe Southtowns Advanced Wastewater Treatment Facility (AWTF) Phase I and Phase 2 Expansion Project.
