MEMO

TO: Traci Hopkins, Village of Gowanda

  FROM: Marie Thornton, Principal Planner

  DATE: July 23, 2026

SUBJECT: Bid Documents for Basketball Court Resurfacing

The following list covers the necessary steps for preparing bil documents for CDBG-assisted
  projects.

  1. Bid Book

Both Appendix A and the current federal sm in wage rates (both attached to e-mail) must be
included within the bid spec book.

Also, the paragraph in Appendix B, labeled ney ed Language”, must be included in the
Notice to Bidders. This informs contractors that this is a federally funded project, with
  applicable wage rates, ete...

  2.: Advertising = Sce Appendix B

Project must be advertised in two newspapers - the official rewspaper of the Village and a
minority newspaper (see instructions in Appendix B).

Also, a copy of the bid notice must be mailed (on Town Letterhead) to the four M/WBE
  Enterprises listed in Appendix B.

We will need for our file: copies of the letters that were mailed to the four M/WBE
enterprises, along with proof of publication in the minority newspaper. It is very important
that the paragraph under Section B-1 (re: project being funded with federal dollars...) be
included within the notice to bidders.

NN Please send an electronic proof of the bid specs to my attention at Marie. [email protected]
prior to advertising. If you have any questions, please feel free to call me at 858-7839.
