Honorable Council President Honorable Council Members Re: Request to Waive the Rules As you know Peggy Bigaj-Sobol has taken over the City Comptroller’s function and is still handling the Assistant Comptroller’s duties. I am requesting you waive the rules at the September 8, 2026 City Council meeting and vote to allow Michael Etu to assist with the annual audit. (Please refer to the letter from the Comptroller for specifics). Any questions, feel free to contact me. ANNETTE IAFALLO, MAYOR Dear Madame Mayor, I am requesting your consideration to bring Michael Etu, CFO Solutions Plus, to help my office get ready for the upcoming Annual Audit, which is to commence the week of November 2, 2026. He will aid in the completion of account reconciliations and year end closing procedures. The number of hours will not exceed 100 hours at a rate of $155.00 per hour. These funds will come from the open salary of the vacant Assistant Comptroller position, therefore there will not be any increase to the budget. Thank you for your time and consideration. BE IT ENACTED by the City Council of the City of Lackawanna, New York, as follows: SECTION 1: That the 2026-2027 Budget Ordinance adopted June 9th, 2026, is hereby amended to transfer budget appropriations between budget lines.
